Society Against Violent Extremism: The creation of a network of prevention and awareness "on the folds" of identity or promotion of early school leavers, social.

Fight against radical thinking by exchanging practices in prevention, awareness and training programs for front performers.

Accompany, listen, advise and provide space for exchange and information for young people, parents and front professionals on issues related to radicalization.

Promote positive aspects of the constitutional and legislative principles of mutual respect in educational institutions or networks of permanent education, joint reflection and discovery courses, various philosophical and religious currents, adapted to all ages and levels. These courses are suitable for all ages and all levels.

State Security Service (VSSE)

The main objective of State Security is the collection, analyzing and processing of all intelligence that might prove relevant to the prevention of any activity that might be a threat against the internal or external security of the state, the democratic and constitutional order and international relations, to carry out security inquiries, and to perform tasks in relation to the protection of certain people. The State Security is also one of the main providers of threat intelligence to Belgium's threat analysis fusion centre, the Coordination Unit for Threat Analysis (CUTA/OCAD/OCAM).

Coordination Unit for Threat Assessment

Coordination Unit for Threat Assessment

The Coordination Unit for Threat Assessment, or CUTA, has been operational since 1 December 2006 (rue de la Loi, 22 à 1000 Brussels). This unit, which replaces the Mixed Anti-Terrorism Group (AtG), draws up specific or strategic evaluations of terrorist and extremist threats in and to Belgium. It largely proceeds on the basis of intelligence obtained from the supporting services, namely:

State Security

The General Intelligence and Security Service

The federal and local police

The Department of Customs and Excise of the FPS Finance

The Department of Federal Immigration of the FPS Interior

The FPS Mobility and Transport

The FPS Foreign Affairs, Foreign Trade and Development Cooperation

The threat assessments are intended for the various political, administrative and judicial authorities that are invested with some responsibility for security. The aforementioned authorities ultimately have to take appropriate measures to ward off any threats detected. The unit is under the joint authority of the Ministers of the Interior and Justice.

Belgium adopts and promotes a holistic approach in combating terrorism. Prevention, legal prosecution and rehabilitation are the major components in this respect. Such an approach presupposes a close cooperation and coordination between various actors and policy areas: Coordination Unit for Threat Analysis (OCAD/OCAM), Federal and Local Police, FPS Home Affairs, FPS Justice, public prosecutors’ offices, FPS Foreign Affairs, Financial Intelligence Processing Unit (CFI/CTIF), Ministry of Defence, intelligence services, FPS Finance, Regions and Communities, and Municipalities. They all are committed to common purposes: protect citizens and infrastructures against terrorist attacks; counter radicalisation and violent extremism; dismantle terrorist networks and combat their financing; prosecute, punish and reintegrate into society perpetrators of terrorist offences; provide support to victims of terrorist acts.

A successful approach of terrorism implies in-house coordination as well as thorough international cooperation. The network of Belgian diplomatic and consular missions plays a key role in this respect, by providing relevant information about the ongoing global developments in (combating) terrorism and by monitoring the cooperation with international partners.
