The Global Counterterrorism Forum (GCTF)

GCTF is an international forum of 29 countries and the European Union with an overarching mission of reducing the vulnerability of people worldwide to terrorism by preventing, combating, and prosecuting terrorism.

Our forum brings together experts and practitioners from countries and regions around the world to share experiences and expertise, and develop tools and strategies on how to counter the evolving terrorist threat. Launched in 2011, the GCTF is an informal, a-political, multilateral counterterrorism (CT) platform that has strengthened the international architecture for addressing 21st century terrorism. Central to the Forum’s overarching mission is the promotion of a strategic, long-term approach to counter terrorism and the violent extremist ideologies that underpin it. The GCTF develops Good Practices and tools for policy-makers and practitioners to strengthen CT civilian capabilities, national strategies, action plans and training modules. It provides a forum for national CT officials and practitioners to meet with their counterparts from different regions to share experiences, expertise, strategies, tools, capacity needs, and capacity-building programs.

One of the important goals of the Forum is to support and catalyze implementation of the United Nations (UN) Global Counter-Terrorism Strategy, reviewed in June 2016, and the UN CT Framework more broadly, including for instance the UN Secretary-General’s Plan of Action to Prevent Violent Extremism presented to the UN General Assembly in January 2016. In pursuance of this goal, the GCTF works closely with UN bodies.

Harnessing the power of digital media tools to prevent the radicalisation of vulnerable youth

In Europe today there are a wide range of situations and circumstances where extremist narratives have emerged as powerful and destructive tools used by religious fanatics, terrorists and those espousing radical political views to radicalize vulnerable youth. Indeed, it is clear that the range of situations and circumstances where radicalization can occur increases with every economic downturn; every incident of racial hatred or homophobic abuse; every new migrant or refugee crisis.

The CONCORDIA Project consortium comprises 8 partners representing 8 Member States. It is led by Jugendförderverein Parchim/Lübz e.V. from Germany who are supported by Asociatia pentru Educatie si Dezvoltare Durabila from Romania; Die Kärntner Volkshochschulen from Austria; Centrum inspirace from the Czech Republic; Future In Perspective from Ireland; Etudes Et Chantiers Corsica from France; SYNTHESIS Centre for Research and Education from Cyprus and Innoventum Oy from Finland.

While it is widely accepted that teenage years can be a particularly hard time for some young people in the vast majority of cases issues that arise are of a transient nature and the young people in question with appropriate supports successfully negotiate the pitfalls. For a small minority these challenges persist and are often further exacerbated by a lack of positive role models and feelings of alienation from their peer group. For this cohort of vulnerable youth the path to an inclusive and rewarding life can be somewhat obscured. Educational under-achievement most often leads to social exclusion and multi-faceted disadvantage and in a small number of cases young adolescents on the margins of society and economy are being attracted to extremist groups enticed by the false promises of Neo-Nazi or “Islamic State” ideologies.

The Counter Extremism Project will expose the architecture of support for extremist groups and their ideology and combat their spread by pressuring their financial support networks, countering the narrative of extremists and their online recruitment, and advocating for strong laws, policies and regulations.

The Counter Extremism Project will:

  • Expose, degrade, and stop the financing and other economic support of global extremist organizations;
  • Build a best-in-class clearinghouse and database of extremist groups and their supporters, mapping the social and financial networks, tools and methodologies on which these groups rely.
  • Assemble a global network of experts to promote our collective security, and the universal values and interests that are threatened by extremist ideology, recruitment, and practices.
  • Oppose the spread of extremist ideology by advancing compelling counter narratives, and by stemming the recruitment of support as these groups take advantage of at-risk communities, and youth to promote their ideology and power.
  • By employing these tools we will join the fight against extremism, build support for the fight around the world and serve as resource for governments, the media, NGO’s, academia, businesses and the public.

The objective of the Group (Jordan, Norway, Australia, Bangladesh, Belgium, Canada, Chile, Czech Republic, Denmark, European Union, Finland, France, Hungary, Iceland, Indonesia, Iraq, Italy, Kenya, Lebanon, Netherlands, New Zealand, Peru, Poland, Qatar, Republic of Korea, Saudi Arabia, Slovenia, Sweden, Switzerland, Tunisia, Turkey, The United Arab Emirates, The United Kingdom, The United States) is to:

  • Raise awareness of the need to address the underlying conditions conducive to the spread of violent extremism and terrorism.
    Promote institutionalization of Preventing Violent Extremism across the UN system, including through coordination and cooperation between UN security, development, educational, and other relevant entities in the field and at headquarters (“One UN”).
  • Provide political support to efforts by the Office of Counter-Terrorism (UNOCT), the Counter-Terrorism Committee Executive Directorate (CTED) and other Counter-Terrorism entities of the UN to prevent violent extremism as part of a balanced implementation of the UN Global Counter-Terrorism Strategy.
  • Share lessons learned and best practices around various topics pertaining to Preventing Violent Extremism such as the importance of good governance, human rights, gender equality, women’s and youth engagement, education, development, and rehabilitation and reintegration strategies.
  • Support local, community-level initiatives aimed at strengthening resilience against violent extremism.
  • Share best practices related to the development of national strategies, expertise, and tools to effectively prevent violent extremism.
  • Provide a forum for discussion and coordination between UN entities, governments, civil society, and other stakeholders to ensure streamlined and non-duplicative efforts against violent extremism.
  • Highlight the importance of the full and effective participation of women and youth in efforts to prevent violent extremism.

The Infoservice provides practical background information and materials to the challenge of Salafist currents. It is addressed to all professional groups who come into contact with the subject in the course of their activities, including in school and non-school  education and in public administration. In addition to background contributions, current developments with regard to the subject area Salafism as well as from the specialist discussion on the prevention of radicalization are taken up. The Infodienst also links to educational materials and practical support of all kind.

The “Infodienst Radikalisierungsprävention”, together with the “Bundeszentrale für politische Bildung (bpb)”, runs a database of nationwide contacts and assistance offers in the area of Salafism. In the data base, e.g. addresses for consultations, hotlines, trainings, workshops or information materials are included. Interested and affected persons can search for addresses in their vicinity via a map. Both the search for keywords, as well as the search in a federal state as well as a circular search is possible. There are currently over 50 addresses in the database. Also the model projects for the prevention of Islamic orientations and actions from the federal program “Demokratie leben! – Democracy live!” are included in the database.

With the training being developed, a web-based offer for deradicalization is being tested. The target group of the project are right-wing extremes and right-wing oriented young people. The training is to be tested and implemented first in the penal system for youth, the penitentiary, the probation or the juvenile court. In a second step, the web-based training program is to be made available on the Internet.

Pilot projects on ways to prevent radicalisation - Federal programme “Live democracy!”

A series of pilot projects supported within the federal programme "Live Democracy!" is looking at ways to prevent radicalisation processes in the areas of right-wing extremism, ultranationalism, latently violent Islamism, salafist phenomena and instrumentalisations of Islam, and violently based, anti-democratic forms of left-wing militancy.

The projects are based in social settings that are conflict hotspots and develop conflict management strategies with the aim of identifying constructive, democratic ways of addressing problems and conflicts. In line with social prevalence patterns, the pilot projects seek to trial heterogeneous accesses, different social settings-based approaches as well as a variety of de-escalation and distancing strategies in respect of the above phenomena and the various manifestations, interactions and root causes of radicalisation processes in young people.

The projects include, for instance, the testing of measures to prevent radicalisation online and through social media and the discussion of online services with radical political contents, the piloting of peer-based distancing strategies, the further development of programmes for working with the parents of vulnerable young people or coaching politically or religiously motivated violent juvenile offenders.

Berlin State Program Radicalization Prevention

In 2015, for the first time, a round table was held with representatives of the Berlin Senate administrations as well as experts from the Freie Träger in the field of violence and extremism prevention, to discuss a common strategy of prevention and deradicalization for extremist Salafism. As a result, the Berlin Regional Program was developed by the Berlin Land Commission against Violence. Initiatives, projects and measures to promote radicalization as well as intervention and deradicalization are promoted throughout Berlin.

The focus is on prevention work at schools and institutions of child and youth welfare.

The Kreuzberg Initiative against Anti-Semitism KIgA Political Education for the German multicultural society

Founded in 2003/04, the Kreuzberg Initiative against Anti-Semitism (KIgA), a registered non-profit organisation, was one of the first German civil society initiatives to develop education-based methods for dealing with anti-Semitism in a multicultural German society. KIga develops models for curricular and extra-curricular education tailored to the everyday reality of the young people they work with.

The primary audiences for KIgA work are young people and educators from schools and youth centers. The pedagogical work with Arabic, Turkish, and Moslem youth stands in the foreground. In developing educational concepts, it is important to continually analyze and take into proper account the day-to-day realities and attitudes of youth influenced by Islam.

Violence Prevention Network is a group of experienced specialists who have been successfully engaged in anti-violence work and the prevention of extremism, as well as in the de-radicalisation of extremist-motivated criminals, for a number of years. In the method of Verantwortungspädagogik® (Education of Responsibility), Violence Prevention Network has identified a way to address people who have affiliated themselves with anti-democratic structures without humiliating them, thus facilitating their reversion to the democratic community.

Vision of Violence Prevention Network is that ideologically vulnerable people and violent offenders motivated by extremism change their behaviour through deradicalisation efforts, lead independent lives and become part of the democratic community, in order to prevent extremism of any kind.

Violence Prevention Network works to ensure that people have the tools and resources available to reflect on and overcome their previous behaviour patterns. The goal is to enable them to live a life in which they do not harm themselves or others.

HAYAT-Germany: Hayat (Turkish and Arabic for “Life“) is a national-wide German counseling program for persons involved in radical Salafist groups or on the path of a violent Jihadist radicalization, including those travelling to Syria and other combat zones.

HAYAT was established in 2011 through an initiative of the „ZDK Gesellschaft Demokratische Kultur“. Since January 2012, HAYAT has been the partner of the German Federal Office for Immigration and Refugee Affairs (Bundesamt für Migration und Flüchtlinge BAMF), which established a national counseling hotline on radicalization.

HAYAT is addressed to people involved in radical Salafist groups or on the path of a violent Jihadist radicalization, including those travelling to Syria and other combat zones. Furthermore, HAYAT is available to the relatives of a radicalized person as well.

Hayat was established, tying in with the experiences of the first German de-radicalization and disengagement program for highly radicalized neo-Nazis: EXIT-Germany. This initiative developed methods and approaches to counsel and work with the relatives of radicalized persons to eventually prevent, decelerate and invert the radicalization process. Transferring this unique knowledge and experience into the realm of Islamic extremism, HAYAT is now available to parents, friends, teachers, and anyone else who has a relationship to a person potentially on the path of a radicalization.

Inspire is an independent non-governmental counter-extremism and women’s rights organisation. Almost ten years old, Inspire has been at the forefront of empowering women, championing gender equality and countering extremist narratives. In 2008, frustrated with the lack of concern and will from many so-called representative Muslim organisations (who were typically male-led) in addressing both extremism and women’s rights, Inspire was founded.

The threat that extremism poses is indeed real and a challenge for us all. Inspire believes that increased support for extremism amongst small vulnerable groups of young men and women is a result of a number of different vulnerabilities including social exclusion, anger over home and foreign policy which is exploited by violent ideologues often in the name of Islam. The spread of extremist narratives which encourages violence and the dehumanisation of non-Muslims is central to the actions of those who justify their actions. We are passionate in our approach of working in the heart of communities to meet this challenge. We have a track record of raising awareness within communities and engaging with local, regional and national statutory bodies. In particular we offer training on how extremism arises amongst vulnerable people, the history of extremism, understanding the extremist rhetoric used and equipping participants with theological counter-narratives to extremist propaganda.

JAN TRUST is a charity/ non-for-profit organisation Since 1989 JAN TRUST has worked with vulnerable women and young people from BAMER and Muslim backgrounds to help them overcome barriers to integration and inclusion, so they can improve their prospects. These barriers include lack of key skills such as English, together with social isolation, lack of self-confidence, low emotional wellbeing and poor awareness of options open to them. Discriminatory practices including refugee and faith-based hate-crime make things even worse for many.

Additionally, some of JAN TRUST service users face restrictive and harmful cultural practices such as forced marriages, FGM. Concerns about radicalisation is a further challenge experienced by many. This real experience, rooted in communities, keeps JAN TRUST in touch with the needs of vulnerable women and enables us to continually learn and develop new projects, campaigns and services in response to what they tell us. As a result JAN TRUST have become a national charity as well as continuing to deliver much needed local services in the London Borough of Haringey and surrounding boroughs. JAN TRUST model is unique in the way it has developed holistically over time to reflect evolving needs. JAN TRUST responsive and grassroots approach has earnt us multiple awards and widespread recognition.

Guidance for specified authorities in England and Wales on the duty in the Counter-Terrorism and Security Act 2015 to have due regard to the need to prevent people from being drawn into terrorism. The Prevent strategy, published by the Government in

2011, is part of our overall counter-terrorism strategy, CONTEST. The aim of the Prevent strategy is to reduce the threat to the UK from terrorism by stopping people becoming terrorists or supporting terrorism. In the Act this has simply been expressed as the need to “prevent people from being drawn into terrorism”.
The 2011 Prevent strategy has three specific strategic objectives:

  • respond to the ideological challenge of terrorism and the threat we face from those who promote it;
  • prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support; and
  • work with sectors and institutions where there are risks of radicalisation that we need to address.

Terrorist groups often draw on extremist ideology, developed by extremist organisations. Some people who join terrorist groups have previously been members of extremist organisations and have been radicalised by them. The Government has defined extremism in the Prevent strategy as: “vocal or active opposition to fundamental British values, including democracy, the rule of law, individual liberty and mutual respect and tolerance of different faiths and beliefs. We also include in our definition of extremism calls for the death of members of our armed forces”.

The Royal United Services Institute (RUSI) is an independent think tank engaged in cutting edge defence and security research. A unique institution, founded in 1831 by the Duke of Wellington, RUSI embodies nearly two centuries of forward thinking, free discussion and careful reflection on defence and security matters.

RUSI has significant international expertise in countering violent extremism (CVE) – researching radicalisation, implementing CVE programmes, and understanding what works and what doesn’t.

Threats from terrorism and violent extremism are a top priority for governments and multilateral bodies such as the UN and the EU. There is a growing recognition that counter-terrorism, with its dependence on military, law enforcement and intelligence responses, cannot manage the problem alone. CVE has emerged as a field of theory and practice that seeks to complement counter-terrorism with non-coercive measures, particularly using preventative approaches which seek to address the drivers of terrorism and violent extremism.

The Institute’s expertise in countering violent extremism spans research, policy analysis, programme implementation, and training and education. RUSI’s CVE work reaches across the world, with particular emphasis on the UK and Europe, the Middle East, East Africa, and Central Asia.

Prevent, Preempt and Protect - New Swedish strategy against terrorism by Minister for Home Affairs

Friday, 28 August 2015, Minister for Home Affairs Anders Ygeman, presented the Swedish strategy against terrorism. The strategy was delivered to the Riksdag as an official Government Communication. Here are the main contents of the Communication.

Terrorism threatens international peace and security, national security and our fundamental rights and freedoms. Every year, numerous terrorist attacks are carried out around the world. Recent years have seen a sharp increase in problems related to foreign terrorist fighters and there is presently no indication that this trend will abate.

The Government has now drawn up a new national counter-terrorism strategy that will form the basis of Sweden’s long-term work in this area, both nationally and internationally. The aim is to create a clear structure for the work needed to combat terrorist crime. The strategy emphasises the importance of cooperation and clear follow-up of the work done.

The goal of all counter-terrorism activities is to keep terrorist attacks from being carried out. This work is divided into three areas – Prevent, Preempt and Protect. Particular focus is given to the area Prevent. Measures in this area are intended to counteract radicalisation and recruit-ment to extremist and terrorist groups, and to influence the intent of individuals to commit or support terrorist crime. In this way, the recruit-ment base for terrorism can be reduced. The Preempt area deals with counteracting and reducing the capabilities and opportunities to commit terrorist attacks, while Protect deals with creating and maintaining protection for individuals and reducing society’s vulnerability to terrorist attacks. If a terrorist attack is nevertheless carried out, society must also be able to manage the resulting consequences. One important premise for the Government is that fundamental rights and freedoms and the principles of the rule of law must be ensured in all actions to combat terrorism.

Swedish method of working with formers in Exit work

This practice former extremists working as exit workers within Exit Sweden. To visualise this approach, it is helpful to picture a ‘violent extremism spectrum’ from -10 (most extreme/negative) to +10 (most tolerant/positive), with zero being neutral. Former extremists can help bring (violent) extremist up the scale, from -10 to -1, then back to zero and above.

When starting work with a client, it’s necessary to know where he or she is on the scale. For one person, hundreds of different scales could be created, e.g. one on social contacts, another on power relations, yet another on tolerance, etc. This means that a client can be a -8 on willingness to use violence but +5 on social skills. In a similar way, the former can also be placed on this scale, which is helpful when deciding which person will be useful at what stage of the deradicalisation process. For example, to get through to a -10 violent extremist you need someone that has been and understands a -10 so as to get the message across. One could thus begin the approach using this kind of former. But as the client deradicalises and eventually makes it to -3 on radical thoughts, it could be that he or she has surpassed the former, so another, more appropriate person will take over.

The former does not have to agree with the client, but must know what it feels like to be a -5. Discussions are pitched at around -4, and critical thinking skills matching that level are introduced. When the client reaches -4, discussions are pitched at -3, etc. In this way, the client gradually moves towards zero.

If the initial analysis of the client is incorrect (he or she is categorised as -8 when the reality is -3), sending in a former with experience of -8 and speaking that language could have the unintended result of further radicalising the individual rather than deradicalising. The client might want to match the former’s level and make his or her story bigger. It is therefore of great importance that the persons making the initial analysis have experience and a deep understanding of exit work.

This approach asks a lot of the former working with the clients. They constantly need to assess themselves on where they are on the spectrum and be aware of their own process. This assessment can be difficult, and may occasionally backfire. Sometimes the client’s exit process can be faster than the former he or she works with. In this case a a chain or referrals may be necessary. This deradicalisation approach can be used in similar ways with both right-wing and jihadi extremists, as well as with people who have joined criminal gangs.

As a non-profit organisation we provide seminars, courses and workshops for education and training in relation to the work place and to society. We are also offering consulting and research in these fields in order to prepare the countries of the West Balkan who will soon become eligible for participating in European programmes. It is partner in the project Youth Counselling Against Radicalization (YCARE). YCARe is a unique international project aimed at supporting youth counsellors in preventing and combatting radicalization. Eight countries participate in the project, Austria, Germany, Greece, Ireland, Slovak Republic, Slovenia, Spain and The Netherlands. They collect guidelines and best practices. In recent years several national and international projects have been set up to exchange and disseminate knowledge and best practices. YCARe’s added value stems from the feedback that is collected among the youth counsellors who use the tools. A teaching environment is created in which best practices and guidelines can be improved. The idea is that young workers may eventually be better equipped if countries learn from one another. The project Youth Counselling Against Radicalization (YCARe) is now carried out with funding from the Erasmus+ programme.

Celje Youth Center is implementing the project “Stop Youth Radicalization” (StopR) which will support youth organisations in 5 countries (Hungary, Slovenia, Bulgaria, Poland and Czech Republic) and across Europe in recovering and fostering the intercultural dialogue across diverse youth communities. The project aims to enhance the abilities of youth workers to stop and prevent radicalization among young people in the EU in a timely and effective fashion. StopR will develop a quality mark, which will help recognize the best methodologies in this area of youth work. As the problem of radicalization has spread through the European Union, many methodologies have been created and employed to prevent and stop these efforts among youth. It is important for them to find recognition and an audience resulting in increased efficiency (as youth workers start using the established good practices instead of developing their own) and transparency. The quality mark will be awarded to the methodologies, which answer a set of criteria, to be developed by the project partners.

Slovenia condemns in the strictest terms terrorism in any form. There is not and cannot be any justification for terrorism. The interdependence of members of the international community and the indivisibility of international security have never been so pronounced as at the present time of openness and globalisation. Openness and transparency can potentially have negative effects, i.e. they may facilitate terrorism and international organised crime. This means that the widespread involvement of democratic states in counter-terrorism activities is required.

Respect for values, such as democracy, human rights and the rule of law, constitutes the most effective long-term measure against terrorism. Enhanced security should not affect the generally accepted standards for the protection of human rights and fundamental freedoms.

Slovenia feels solidarity with all countries that have been victims of terrorist attacks, and regrets that the international community still has not formulated a unified position on terrorism. Slovenia therefore welcomes all initiatives and efforts to overcome this deadlock.

In the fight against terrorism, action should be taken on two levels: within international organisations at the global and regional levels, and through appropriate legislation and its effective implementation at the national level. The fight against terrorism includes close coordination of international and national measures (political, financial, legislative, police, military, administrative, etc.).

Slovenia furthermore believes that the prevention of radicalism, extremism and terrorist recruitment is one of the most important areas of the preventive fight against terrorism; however, in this process, regional specificities should be taken into account.

Slovenia is an active supporter of counter-terrorism initiatives and measures in international forums. Its support for and implementation of measures adopted by the UN, the EU, NATO, the OSCE, and the CoE place Slovenia firmly and unambiguously in the antiterrorist camp. The most important documents in this field include UN Security Council Resolution No. 1373 (2001), the UN Global Counter-Terrorism Strategy and the European Union Counter-Terrorism Strategy.

Slovenia is a State Party to universal conventions and protocols of the United Nations against terrorism; on 14 September 2005, it was one of the first countries to sign the last, thirteenth International Convention for the Suppression of Acts of Nuclear Terrorism. Its ratification was planned for 2008, as the relevant articles of the Criminal Code have to be amended.

On 12 October 2001, the National Assembly of the Republic of Slovenia adopted the Declaration on the Common Fight against Terrorism whereby Slovenia has joined the international community’s endeavours to unite in the fight against terrorism, and called for the implementation of concrete counter-terrorism measures. The relevant decisions adopted by the Government of the Republic of Slovenia require that individual ministries engage in specific activities for the fight against terrorism.

Slovenia is a signatory of many bilateral and multilateral agreements and/or conventions on the fight against terrorism. To fulfil obligations arising from these legally binding agreements, Slovenia has been implementing legislative and practical measures. As a member of the UN and other international organisations, Slovenia is obliged, in accordance with responsibilities deriving from its membership, to adopt or lift restrictive measures against countries, territorial entities, movements, international organisations and persons, in the context of the implementation of UN or other sanctions binding on the Republic of Slovenia, or if countermeasures are required in accordance with international law.

The Criminal Police are a specialised division for fighting crime. They are headed by the Criminal Police Directorate which with the support of its sections manages, coordinates, monitors, analyses and evaluates situations in the area of criminal offences. In cooperation with judicial and other State bodies and foreign competent authorities, it ensures effective and lawful implementation of tasks in the fight against various areas of crime.

The criminal police cooperate with uniformed police officers in uncovering criminal offences and perpetrators. These can, due to their ongoing presence, immediately take action and solve less serious criminal offences. Severe forms of crime, which require special investigative knowledge and technical equipment, are handled by criminal investigators. Criminal investigators do not wear uniforms and in special situations wear anoraks with the inscription "POLICE".

Due to their specialised work and knowledge of local problems, local crime investigation groups also operate within individual police stations, especially in urban areas. To ensure control of crime in more risky districts, mobile crime units have also been organised at police directorates.

Crime is not hindered by national borders or ethnical differences. In the last decade, with the dissolution of the eastern bloc, crime pushed its way across the iron curtain to the West. This especially applies to organised crime, weapons and illicit drug trafficking and money laundering. Slovenia is also more frequently faced with such crimes, thus it comes as no surprise that the fight against organised associations involved in international criminal acts is a priority task of the criminal police.

The criminal police endeavour not only to keep up with criminal offenders, but also to remain a step ahead of them, therefore they constantly introduce contemporary investigative methods and techniques, suitably train and equip experts for the most serious forms of criminal offences, improve the quality provision of evidence on criminal offences, improve the use of special methods and techniques for investigating organised crime, reinforce preventive work, monitor the occurrence of juvenile crime in more depth, etc. The criminal police have established special groups of experts for combating corruption and computer crime; this will enable facilitated monitoring of criminal movements both at home and abroad and contribute to an improvement in the clear-up rate of criminal offences, which is currently already one of the best in Europe.

Slovak National Centre as a National Human Rights Institution (NHRI)

National human rights institutions-NHRIs are independent institutions established by law with a broad mandate to protect and promote human rights in a state where they are established. National human rights institutions are supposed to be a bridge which ensures implementation of international human rights commitments into national legislation. They can be, therefore, perceived as an extended hand of the United Nations at the national level. Their position allows them to cooperate with some UN bodies and also with the Council of Europe and the European Union. However, the most important role in coordinating their activities, development and strengthening towards Paris Principles is played by the Section of National Institutions and Regional Mechanisms of the Office of the UN High Commissioner for Human Rights.

The organisation “Human rights” in Slovakia has created a publication “Trust but verify”, which aims to fight extremism on internet via knowledgeability. On the social media, there is a dangerous trend of interconnection between alternative and far-right websites and organizations. This makes extreme content not only more sophisticated and difficult to identify but also affects much larger sections of the population. This is particularly dangerous to young people, who are still shaping their opinions and are searching for alternatives during the global economic crisis. This publication helps via informal education to create capacity for recognition of extremist content, manipulation of alternative media and the ability to verify information in the online area, thereby preventing radicalization and extremism of youth.

The government has implemented in recent years, a program of actions that aims to reduce the incidence of violent radicalization processes, especially terrorist, in the Portuguese population:

1) "Future in Security" program - with the universities, to involve the community of these establishments in the prevention of terrorism, in the detection of risk behaviours and in the identification of signs of radicalization.

2) Legislative measures should be adopted to remove or block content on the Internet that supports terrorism, including the dissemination of images of attacks and victims. The site query itself should be penalized (except for research and academic purposes). Downloading a manual to manufacture an explosive should be criminalized, for example.

3) Reinforcing, by all means, the sharing of information between authorities in each country, between countries and between them and European coordination agencies, is a top priority. From the moment there is a "suspect" until the conviction.

Handbook on warning behaviours, “Enhancing the Cooperation of Law Enforcement Agencies in Combating Self Radicalisation” (Project “Lonely Wolves”)

Training for first line practitioners ran by the Lithuanian Criminal Police Bureau together the following partners: VIP Protection department of the Ministry of the Interior of the Republic of Lithuania, Estonian Internal Security Service, Norwegian National Police Directorate and European Police Office (Europol). It is intended to strengthen capacity and share best practices, and strengthen criminal police officers’ abilities by creating new, modern activity models, therefore stepping up safety and national security. The aim of the handbook is to increase awareness of terrorist trends and activities, emphasising the growing threat of self-radicalisation, and to support criminal police, intelligence, and law enforcement officers in detecting signs of radicalisation at an early stage by strengthening their perception and assessment skills. The practice took place within the framework of the EU-funded project “Enhancing the Cooperation of Law Enforcement Agencies in Combating Self Radicalisation” (“Lonely Wolves”)

„Promoting refugee Integration Support through youth Engagement: 1951 Convention and nowadays refugees“ (Project PROMISE)

Promote better acceptance of European decisions for refugees in host communities through: a) creation of discussion forums around key concerns in Europe due to refugee emergency in the context of the 1951 Refugee Convention, and b) development of tools for youth engagement in refugee integration at (trans) national level. The aims of the project will be achieved by creation of (trans)national network of youth motivated to support refugees. Wxpected impact is the engagement of youth motivated to speak for and support refugees through networking created by the project will contribute to more welcoming environment for relocated/resettled refugees in the mid-term and improved conditions for refugee acceptance and integration in participating countries in a long run, including those opposing recent European decisions on refugees. Linking these youth networks to existing youth organizations and NGOs working with refugees who are project partners will ensure the sustainability of their operation in a medium term, as NGOs frequently need motivated young people in their work.

„Extending the scope of labour market integration of immigrants“ (Project MIGRASCOPE)

Institute of Baltic Studies, in cooperation with partner organisations from six EU countries, is carrying out a project (MIGRASCOPE) aiming to increase access to work and reduce barriers for migrants. This will be achieved through implementing new good integration practices at the workplace by employers and increasing knowledge and better expectation management among migrants. The project also aims to identify and empower successful migrant entrepreneurs who would act as role models and to facilitate the access to work and reduce barriers by developing innovative and interactive e-tools.The activities for the MIGRASCOPE project include work-shadowing, creating a best practice toolbox, development of two e-services together with mobile app, identification of expectations among migrants and organisation of interactive workshops for migrants. Altogether, around 400 immigrants are expected to participate in the interactive workshops and more than 100 employees to take part in the work-shadowing activities. The project also involves various social partners (including civil society organisations) and state and local government authorities.

To understand the reasons why many refugees recognized in Lithuania move onwards, and inform the content of UNHCR’s engagement, the first step has been to conduct a Participatory Assessment of refugees’ integration opportunities and challenges in Lithuania, from the perspective of the refugees themselves. For UNHCR, it is crucial to start the formation of an assessment and analysis of the effectiveness of the current integration program, by listening to the voices of those the program is intended to benefit. In many respects, the refugees themselves are best placed to tell us if programs and activities being implemented by the Lithuanian authorities and NGO partners have the intended impact in practice, or if changes are needed in order to more effectively use the resources spent on facilitating integration. UNHCR, in close collaboration with the Lithuanian Ministry of Social Security and Labour and the NGO partners Lithuanian Red Cross Society and Caritas therefore formed a MultiFunctional Team, and conducted Participatory Assessments with almost 70 beneficiaries of international protection in Lithuania of different nationalities, ages, gender and personal and professional backgrounds, during October and November 2013.

TRIVALENT is an EU funded project which aims to a better understanding of root causes of the phenomenon of violent radicalisation in Europe in order to develop appropriate countermeasures, ranging from early detection methodologies to techniques of counter-narrative. On the assumption that to successfully contrast violent extremism it is needed a more balanced response, combining repressive with preventive measures, TRIVALENT project aims to a better understanding of root causes of the phenomenon

of violent radicalisation in Europe, through a multidisciplinary analysis leading to a comprehensive approach, based on a firm commitment to respecting fundamental rights, promoting integration, cultural dialogue and fighting discrimination, in order to develop appropriate countermeasures, ranging from early detection methodologies to techniques of counter-narrative, involving LEAs together with academics, experts and civil society actors at local, national and European level, in collaboration also with communities of reference.

Training Aid will facilitate the integration of member states counter-radicalization efforts establishing common procedures for highly-specialized training methodologies and integrating specialized topics such as strategic planning and fundamental rights by using blended technologies for synchronic and a-synchronic training delivery. The Target groups of this project are: Law Enforcement Agencies, Prison & Probation staff, Europol, Eurojust, Cepol, Police Academies, Judiary staff. Training Aid project will organize Expert Users Panels in Spain, Germany and Latvia. Furthermore, the project will organize "Training of the Trainers" sessions in Germany, Czech Republic and Latvia in order to deliver training courses to reach more than 1.000 frontline practitioners all around Europe.

“National Action Plan for the Prevention of Violent Radicalisation and Extremism”

In 2012, the Government decided on the preparation of the first national programme of measures – an Action Plan – for the prevention of violent extremism. Now the Plan has been revised. In accordance with international best practices the prevention of violent radicalisation refers to the specific measures focused on those groups and individuals who run the risk of becoming radicalised. The updated Plan continues the actions which are still relevant and which proved effective in the first programme. The Action Plan has been updated by including measures which meet the new challenges of the operating environment as well as changes therein. The Plan was prepared through extensive participation between the authorities, organisations and communities. The Ministry of the Interior steers and coordinates the implementation of the Action Plan; different authorities, organisations and communities contribute to the effort.

MINDb4ACT is a collaborative project participated by 7 LEAs, think-tanks, reserach centres, universities, industry associations and NGO based in 10 Member States (Austria, Belgium, Denmark, Finland, France, Germany, Italy, Poland, Spain and United Kingdom). The project will contribute to the European priorities for the improvement of current counter-violent extremism policies (CVEs) in the countries represented in the consortium (Austria, Belgium Denmark, Finland, France, Germany, Italy Poland, Spain and United Kingdom) and the generation of new ones connecting through collaboration ecosystems (innovative, open, participatory, user-centred environments) to co-design interventions such as research actions, exchanges, strategic-policy exercises, training courses and pilot projects based on social innovation and civic engagement schemes (a community of practice of 1,500 people). All actions will be developed in 5 specific domains: prisons and judiciary system; migration hotspots and asylum centres, schools, cities (peri-urban contexts) and the Internet and media. A special contribution of the project will be the integration of technology based practical solutions with the contribution of the industry. MINDb4ACT focused on developing policy recommendations and practical solutions for end-users.

"Multi Agency Training Exit Strategies for radicalised youth” (Project MATES)

An efficient probation entails a strong interaction between the Justice System and the key actors responsible for the youth’s social rehabilitation at local level. In order for the probation to be truly effective it is therefore necessary to firstly build or reinforce a network of social actors with a shared approach to the reinsertion of radicalised youth. MATES project will develop a training method that aims at providing probation officers as well as first-line practitioners (FLP) with enough capacity and understanding to recognise early signs of radicalisation, contrast potential re-radicalisation and indirectly prevent risks of recruitment to terrorism. Collaboration with and among probation officers, local social workers, community leaders, staff of education agencies, youth sporting clubs will then focus on engaging with youth as to change their negative perceptions of state and society, help them to establish new social networks away from extremism, provide vocational training, sports coaching, fitness training, art, etc. as a means of creating a regular interaction and promoting peaceful coexistence. The project major aim will be to train probation officers for a more efficient reinsertion of the youth convicted for radicalisation to terrorism. More specifically, the project objectives will be:

  1. To strengthen the social reinsertion of radicalised youth under probation by providing appropriate exit strategies
  2. To create or strengthen efficient networks of key-actors – at local, national and European level - committed to countering the risks connected to radicalised youth
  3. To contribute to prevent youth’s recruitment to terrorism
  4. To contribute to devise and promote the use of counter-narratives as an efficient tool for probation officers to contrast the radicalisation of youth under probation and prevent the risks of recruitment.

The activities for the MIGRASCOPE project include work-shadowing, creating a best practice toolbox, development of two e-services together with mobile app, identification of expectations among migrants and organisation of interactive workshops for migrants. Altogether, around 400 immigrants are expected to participate in the interactive workshops and more than 100 employees to take part in the work-shadowing activities. The project also involves various social partners (including civil society organisations) and state and local government authorities.

The project is funded by the European Union from the Asylum, Migration and Integration Fund (AMIF) and it lasts until October 2018.

The aim of the Garda Racial, Intercultural and Diversity Office (GRIDO), and its team of Garda Ethnic Liaison Officers, is to liaise with ethnic minority communities and reassure them of the police services available to them without discrimination. These police officers liaise with the Muslim community in general and at their places of worship (Mosques and Prayer Houses) throughout the state. The central function of GRIDO and Garda Ethnic Liaison Officers is to build trust and confidence with individuals within the Muslim community, and to be attuned to the heightened vulnerabilities pertaining to this community especially at times of terrorist threats and attack worldwide. The effects of negative media reporting in respect of Muslims can encourage prejudice and stereotyping of this community. To this end, Police (Garda) Liaison Officers through their knowledge and excellent relations with the Muslim community can act to dispel negative media commentary that leads to prejudice and stereotyping of the 'whole' community. In such instances Police Liaison Officers also act as an aid to the police organisation to ensure that instances of negative profiling by the police is prevented during times of heightened alert and nervousness. The Garda Ethnic Liaison Officer endeavours to learn about this community through self-development from constant communication and contact. Police liaison officers may eventually become privy to information that assists in preventing individuals from becoming radicalised. Garda Ethnic Liaison Officers also are available to any member of the community who wishes to report in confidence any matter that could endanger the Muslim community in general. GRIDO and Garda Ethnic Liaison Officers provide presentations to the Muslim community on security and safe use of the Internet. This study summarizes the results of a two-years-long research project, which focused on the attitudes towards political violence in online and offline context. The project, entitled ‘Developing innovative methods for comparative researches on violent radicalisation among the youth to help prevention’, was carried out by Political Capital. DEMOS UK – our British partner in this project – conducted certain aspects of the research. The project was supported by the European Commission programme ‘Prevention of and Fight against Crime’ (ISEC) and Open Society Foundations. We launched our project based on the experience that, while good comparative data would be the necessary (but not sufficient) precondition of any good policy strategies and decisions to prevent political violence, exact datasets are often missing for comparing the different countries and communities from the perspective of the potential for the use of violence they have. The goals of our pilot project was to develop and pilot good traditional and new comparative research methods in order to assess the threat of violent radicalisation by identifying the vulnerable groups in given EU member states where the justification and glorification of violence poses a danger. We hope this project helps us to gain a clear picture of violent extremism and its social-attitudinal background, increasing the effectiveness of prevention programmes in the future.

As of October, 2017 The Budapest Centre has launched its new project: “Prevention of radicalisation in the Hungarian prison-system”. The “Prevention of radicalisation in the Hungarian prison-system” is a 13-month initiative of the Budapest Centre in collaboration with Hungarian experts and researchers. Funded by the Internal Security Fund of the European Union, it aims at contributing to the coordination and improvement of national and international capabilities for preventing and countering radicalisation. To that end, it will map the capabilities of selected Hungarian prisons in order to recognize signs of radicalisation, as well as to manage and prevent processes leading to radicalisation. It will provide training for prison personnel to further improve such capabilities and conduct so-called “life-path” interviews with prisoners to facilitate their rehabilitation and reintegration. The results of the project and its policy recommendations will be summarized in a report available in Hungarian and English and presented at a conference in spring 2018.

It is a non-governmental organization that studies globalism and the impact of extremist and radical phenomena throughout Europe, and that advises and intervenes in processes of de-radicalization and anti-extremist initiatives.

Greece, on the one hand, has been part of the FATF (Financial Action Task Force), which would be a Financial Action Group. The FATF is an intergovernmental organization that fights the financing of terrorism. The organization recommended the adoption of several measures for the country:

1) Criminalization of the financing of terrorism or any association related to extremist or radical groups.
2) Freezing of terrorist assets.
3) Policies designed exclusively to prevent terrorists from taking advantage of or exploiting non-governmental organizations.

On the other hand, Greece has a following of groups that share the objective of avoiding the financing of terrorist groups; such as the Investigation Authority against Money Laundering. The Authority consists of three units that include:

Plan of intervention of the Greek Government carried out by the National Police of the country (ELAS).

Due to the migratory flow, during the last decade, Greece has welcomed thousands of Muslim migrants. This, linked to the current political situation and the humanitarian and social crisis suffered by the European Union, has led to direct confrontations between various social groups.

One of them is the radicalized Muslim population, which in turn is associated with Islamic groups integrated into ISIS. Thus, the ELAS have developed a series of actions to mitigate the impact of radicalization in the prison centers, and to reduce and stop the number of Islamic radicalization groups. Among the actions that will take place, we find:

1) Training program for Greek police officers, customs guards, prison officers and immigration officers to understand the phenomenon of radicalization and locate terrorist elements within Muslim communities.

2) Monitor the use of the internet by captors and suspects who try to recruit people for the cause of ISIS.

3) Police program against radicalization in Greek prisons, emphasizing the vulnerability of inmates to be recruited or persuaded to join radical groups.

4) Specialized programs in de-radicalization within prisons, endowed with long-term sessions aimed at eliminating extremist ideologies and helping Muslim migrants to integrate into Greek society.

After the law adopted by the French government at the end of 2017, which strengthens and reinforces national security in the fight against terrorism, this interdimensional project faces the threat of radicalization adding to the plans already implemented in the country, such as the PLAT (plan to fight terrorism) and the PART (Plan of Action against Radicalization and Terrorism).

The national project has been the responsibility of 20 ministerial departments and consists of 60 specific measures, enclosed in 5 axes:

2) Complete the radicalization detection and prevention network

3) Understand and anticipate the evolution of radicalization

4) Professionalize local actors and evaluate practices

After a follow-up of deadly attacks perpetrated in French territory and claimed by ISIS, the government decided to take measures to forge a new counter-terrorism strategy. It was not until mid-2014 when the first official measures of the Government of the French Republic were introduced:

* Implantation of the “vert” number, which sought to make available to citizens a telephone number available for any event of a terrorist nature.

* Creation in January 2016 of special deradicalization pavilions in prisons. These pavilions were specifically designed to intervene in prisoners convicted of terrorism.

* Opening of specialized deradicalization centres throughout France. This proposal aimed to inculcate citizenship values to citizens from all over the country, taking a counternarrative from violent extremist ideology.

Field of work / Short description / Aims The National Corps of Mentors and Parent Coaches has been initiated and is led by the Danish Centre for Prevention of Extremism and its partners; i.e. private companies which assist in delivering training, evaluation etc. However, the local governments and their staff, who have committed themselves to the corps, are the most essential component. They are responsible for initiating mentor and parent coaching efforts directly with citizens, and they do so on a legal and financial basis, which regulates local governments and social work in a broader sense. Denmark has established a national corps of mentors and parent coaches to work with persons in extremist groups or at risk of radicalisation, as well as with their parents and relatives. The aim is to assist the at-risk persons in steering clear of problematic behaviour related to extremism. Some 100 professionals from 22 municipalities across Denmark have received training in the programme method, Solution-Focused Work on Life Skills. The method, in brief, is as follows: Life psychology, including e.g. ‘the wheel of competences’ is used to help understand the individual’s situation, personally and socially, including a range of risk and protective factors. The Solution-Focused Approach is the communicative and relationship-building strategy towards the person in question. Balanced Risk Assessment, which is inspired by Signs of Safety®, serves as the overall tool for assessing concerns, resources, progress etc. In order to ensure a continued qualified corps of mentors and parent coaches, new members are expected to be recruited and trained in 2017. The members also participate in networking activities and specialised training, e.g. on different types of extremist ideologies and groups, or on practising the method. All participating local governments have agreed to lend mentors or parent coaches to other local governments where there is a need, and where it is practicable. When the mentors and parent coaches are working with concrete cases they apply the assessment forms, do the registration etc. on a common IT-platform, www.tilværelsesmestring.dk, a closed site developed for this purpose.

“Deradicalisation – Back on track” (BOT) was designed to target the growing number of inmates in Danish prisons that are sentenced for terrorism offenses and pose a threat of fuelling in-prison radicalisation and recruitment. BOT is the second EU-financed project by the Danish Ministry of Social Affairs and Integration in cooperation with the Department of the Prison and Probation Service. As was the case with the first project, the 2009 „Deradicalisation - Targeted Intervention“ (DTI) pilot, BOT is designed as a personal mentoring scheme and follows the Danish tradition of local inter-agency co-operation between schools, police, municipalities and social services. Hence, the DTI cooperated on a local level with the Danish Security and Intelligence Service, East Jutland Police and the Municipalities of Copenhagen and Aarhus. BOT’s main activity is the training and coaching of mentors who then work with their clients – inmates who have committed offenses out of extremist or terrorist motivation. However, BOT defines extremism in a broad sense, including all sorts of – rightwing, left, religious or other – violent extremism and most importantly explicitly referring to hate crime (based on perceived ethnicity, political/ religious persuasion, or sexual orientation). Moreover, following a preventive social work perspective, BOT also addresses prisoners who are not sentenced for extremist offenses but are deemed vulnerable to radicalisation. The mentors and mentor coaches come from a wide array of professional back grounds, such as social workers, prison staff and police, as well as lawyers or football stadium guards. They have primarily been recruited from the existing mentor pool of the Danish Prison and Probation Service and are genuinely motivated “relational workers” in the sense of youth well-fare services. In methodological terms, BOT strengthens their mentees skills in dialogue techniques, coping strategies for every-day life, and conflict management. The tailor-made mentorships are designed to accommodate the client’s personal situation, assets, risks and social background. A particularly promising aspect of BOT may be how it is based in cross-sectorial cooperation and integrates family and community networks into the mentorship. Plans for the future include the objective to further mainstream the BOT approach and to continue engaging in international practice exchange.

The theme of hate violence brings to public awareness, professional discourse and political debate. The organization consistently promotes the principles of democratic rule of law, including equality of all human beings in dignity and rights. For the benefit of our clients, of victims of hate violence, law applies in judicial and other legal protection.

In IUSTITIA aims to protect communities at risk of violent racism and neo-Nazism. It seeks to optimize the practice of public administration in the area of the Freedom of assembly.

In IUSTITIA deals with monitoring legislative activities, analyses the Czech legal order in the context of community and international law. It submits proposals for amendments to existing legislation in order to improve the status of people at risk of hate violence as well as to facilitate their access to justice and to the appropriate tools of restorative justice.

In IUSTITIA seeks to improve the practices of law enforcement in cases of hate violence, in particular to improve practice in the detection and investigation of hate crimes. Crimes involving the organized hate violence or hate-motivated physical assault should be addressed as a priority and with appropriate diligence.

In IUSTITIA focuses on education and strengthening pro-democratic attitudes of the people. It pays increased attention to youth. For many years, the founders of the organization have been publishing about the far-right and hate violence.

To support actively and effectively intercultural and interethnic dialogue processes at local, national and international levels with the aim of contributing to conflict prevention, reconciliation and peace building. Nansen Dialogue wishes to empower people who live in conflict situations to contribute to peaceful conflict transformation on the basis of democracy and human rights. We wish to provide a neutral space where people from opposite sides in serious conflicts can meet face to face in honest dialogue. Through dialogue, participants gain new understanding of each other’s experiences, perspectives, and needs. Enemy images may be broken down and relationships rebuilt. On this foundation, we explore alternative solutions to joint challenges. It is implementing the practice intercultural education through the subject “Cultural and Spiritual Heritage of the Region” (CSHR)

Zara anti-racism counselling

ZARA – Civil courage and anti-racism work was founded in 1999 with the aim of promoting civil courage and a racist-free society in Austria as well as combating all forms of racism.

The anti-racism work is based on three pillars: counselling, prevention and public awareness.

Every year, up to 1,000 victims and witnesses of racism receive legal support in the counselling centre. The counselling is free of charge, the counselling team consists of legal and socially trained consultants.

The Federal Office for the Protection of the Constitution and the fight against terrorism (BVT) is an Austrian security agency with intelligence-related character. The main area of responsibility of the BVT is the protection of constitutional institutions of the Republic of Austria as well as their ability to act.

With the Viennese Network Democracy Culture and Prevention (WND) - formerly known as the "Wiener Netzwerk Deradikalisierung, Prävention und Demokratiekultur" - since 2014, the city of Vienna successfully pursues a municipal strategy against extremism and devaluation ideologies, using already existing institutions and structures, which are responsible for the care, Counseling and education of children, adolescents and young adults are. The Vienna Network deals intensively with any form of group-related devaluation ideologies and anti-democratic attitudes, placing special emphasis on the protection of children and adolescents and the promotion of social cohesion.

(Mit dem Wiener Netzwerk Demokratiekultur und Prävention (WND) – vormals „Wiener Netzwerk Deradikalisierung, Prävention und Demokratiekultur“ – verfolgt die Stadt Wien seit 2014 erfolgreich eine kommunale Strategie gegen Extremismus und Abwertungsideologien unter Verwendung bereits vorhandener Einrichtungen und Strukturen, die verantwortlich für die Betreuung, Beratung und Bildung von Kindern, Jugendlichen und jungen Erwachsenen sind. Founded in late 1989, the Center for the Study of Democracy (CSD) is an interdisciplinary public policy institute dedicated to the values of democracy and market economy. CSD is a non-partisan, independent organization fostering the reform process in Europe through impact on policy and civil society. SD objectives are:

* to provide an enhanced institutional and policy capacity for a successful European integration process, especially in the area of justice and home affairs

* to promote institutional reform and the practical implementation of democratic values in legal and economic practice

* to monitor public attitudes and serve as a watchdog of the institutional reform process.

Building bridges is the old-fashioned way of bringing together social actors and cementing new alliances. Born as a think-tank, the Center for the Study of Democracy has evolved into policy development through dialogue and partnership. Bringing cutting-edge solutions to transition problems is our way of keeping the middle ground between academia and social practice. The CSD has pioneered in several areas traditionally perceived as the inviolable public property, such as anti-corruption institutional reform, and national security. Our belief is that bringing a new culture of cooperation and trust in a milieu of inherited fragmentation and opacity is equally rewarding as the achievement of concrete social goals. Center for the Study of Democracy analysed the threats associated with different manifestations of radicalisation in Bulgaria (including Islamist, far right and far left radicalisation and football hooliganism) and developed a set of methodologies for monitoring radicalisation risks and trends in extremism. And it participated in projects as Countering Radicalisation in Southeast and Central Europe Through Development of (Counter-) Radicalisation Monitoring Tool (RAD MONITOR)
