The Global Counterterrorism Forum (GCTF)

The Global Counterterrorism Forum (GCTF)

GCTF is an international forum of 29 countries and the European Union with an overarching mission of reducing the vulnerability of people worldwide to terrorism by preventing, combating, and prosecuting terrorism.

Our forum brings together experts and practitioners from countries and regions around the world to share experiences and expertise, and develop tools and strategies on how to counter the evolving terrorist threat. Launched in 2011, the GCTF is an informal, a-political, multilateral counterterrorism (CT) platform that has strengthened the international architecture for addressing 21st century terrorism. Central to the Forum’s overarching mission is the promotion of a strategic, long-term approach to counter terrorism and the violent extremist ideologies that underpin it. The GCTF develops Good Practices and tools for policy-makers and practitioners to strengthen CT civilian capabilities, national strategies, action plans and training modules. It provides a forum for national CT officials and practitioners to meet with their counterparts from different regions to share experiences, expertise, strategies, tools, capacity needs, and capacity-building programs.

One of the important goals of the Forum is to support and catalyze implementation of the United Nations (UN) Global Counter-Terrorism Strategy, reviewed in June 2016, and the UN CT Framework more broadly, including for instance the UN Secretary-General’s Plan of Action to Prevent Violent Extremism presented to the UN General Assembly in January 2016. In pursuance of this goal, the GCTF works closely with UN bodies.

Scientific Approach to Finding Indicators of and REsponses to Radicalisation(SAFIRE)

Background: SAFIRE (Scientific Approach to Finding Indicators for and Responses to Radicalisation) was an EU project from June 2010 through November 2013 that supported the policy making process with tools designed to identify key dimensions and determinants of radicalisation and to visualise relationships between them.

The scope of SAFIRE primarily involved groups and individuals on the extreme and violent end of the radicalisation spectrum. However, in order to understand them and their motives, the researchers also needed to step back and understand what happened before those individuals turned to a more violent version of their philosophy.

The project focused on two innovations in this field of research:

Developing a non-linear model of the radicalisation process based on typologies of radical groups, cultural aspects of radicalisation, observable indicators of radicalisation, interventions designed to reverse, halt or prevent the radicalisation process.

The collection of qualitative and quantitative empirical data to test hypotheses about radicalisation and principles of effective interventions.

Community Counteracting Radicalisation

Throughout Europe we can observe an increased preparedness to prevent and counteract young people´s radicalisation towards violent and militant extremism. However, in previous efforts, there seems to be skepticism about the involvement of local communities and civil society resources in the activities. The CoCoRa project therefore aims to develop a prevention strategy in close collaboration with local communities that may be targeted by violent extremists.

Harnessing the power of digital media tools to prevent the radicalisation of vulnerable youth

In Europe today there are a wide range of situations and circumstances where extremist narratives have emerged as powerful and destructive tools used by religious fanatics, terrorists and those espousing radical political views to radicalize vulnerable youth. Indeed, it is clear that the range of situations and circumstances where radicalization can occur increases with every economic downturn; every incident of racial hatred or homophobic abuse; every new migrant or refugee crisis.

The CONCORDIA Project consortium comprises 8 partners representing 8 Member States. It is led by Jugendförderverein Parchim/Lübz e.V. from Germany who are supported by Asociatia pentru Educatie si Dezvoltare Durabila from Romania; Die Kärntner Volkshochschulen from Austria; Centrum inspirace from the Czech Republic; Future In Perspective from Ireland; Etudes Et Chantiers Corsica from France; SYNTHESIS Centre for Research and Education from Cyprus and Innoventum Oy from Finland.

While it is widely accepted that teenage years can be a particularly hard time for some young people in the vast majority of cases issues that arise are of a transient nature and the young people in question with appropriate supports successfully negotiate the pitfalls. For a small minority these challenges persist and are often further exacerbated by a lack of positive role models and feelings of alienation from their peer group. For this cohort of vulnerable youth the path to an inclusive and rewarding life can be somewhat obscured. Educational under-achievement most often leads to social exclusion and multi-faceted disadvantage and in a small number of cases young adolescents on the margins of society and economy are being attracted to extremist groups enticed by the false promises of Neo-Nazi or “Islamic State” ideologies.

Vocational schools, secondary schools and vocational training institutions are often confronted with learners coming from different social, cultural or racial backgrounds. Under these circumstances, it happens often that frictions arise that are born out of prejudice, low self esteem and latent xenophobia. When such problems emerge and difficulties escalate, and when young people do not see positive perspectives, a critical minority, but in rising numbers, is attracted by extremist ideologies, such as Neo-Nazi groups or the djihadist movement of the „Islamic State“.

The Radicalisation Awareness Network of the European Commission states that „the best prevention is to stop people from getting involved in violent extremist or terrorist activities in the first place, or to convince them to turn away from such ideas and methods…. The people best placed to tackle the phenomenon of radicalisation are the so called first-liners – people in direct contact with targeted individuals or vulnerable groups of population.“

Teachers and trainers – the called „first-liners“ above – need therefore new skills and competences to be better prepared to deal with intercultural tensions between diverse groups of learners and detect, at an early stage, indicators of radicalisation among their learners. We will raise their awareness and identify initiatives, best practice examples and tools that help them do their work better, to find out who is at risk and the best way of helping people who need support. What tools

and methods are available and most effective to provide this support? Who has undergone traumatic experience and shows a behaviour that is a consequence of post-traumatic stress disorder? How can a teacher detect such symptoms?

Our project will provide vocational teachers and trainers with information and best practice about effective tools and methods, in order to help them do their work better. They will be able to acquire skills and knowledge to apply interventions in a preventive stage, and to focus on self-esteem, empathy towards out-groups and managing negative emotions. In the long run, this approach will lead to a better learning climate, better learning results and will reduce racism and xenophobia in the classroom.

The Counter Extremism Project will expose the architecture of support for extremist groups and their ideology and combat their spread by pressuring their financial support networks, countering the narrative of extremists and their online recruitment, and advocating for strong laws, policies and regulations.

The Counter Extremism Project will:

  • Expose, degrade, and stop the financing and other economic support of global extremist organizations;
  • Build a best-in-class clearinghouse and database of extremist groups and their supporters, mapping the social and financial networks, tools and methodologies on which these groups rely.
  • Assemble a global network of experts to promote our collective security, and the universal values and interests that are threatened by extremist ideology, recruitment, and practices.
  • Oppose the spread of extremist ideology by advancing compelling counter narratives, and by stemming the recruitment of support as these groups take advantage of at-risk communities, and youth to promote their ideology and power.
  • By employing these tools we will join the fight against extremism, build support for the fight around the world and serve as resource for governments, the media, NGO’s, academia, businesses and the public.

The objective of the Group (Jordan, Norway, Australia, Bangladesh, Belgium, Canada, Chile, Czech Republic, Denmark, European Union, Finland, France, Hungary, Iceland, Indonesia, Iraq, Italy, Kenya, Lebanon, Netherlands, New Zealand, Peru, Poland, Qatar, Republic of Korea, Saudi Arabia, Slovenia, Sweden, Switzerland, Tunisia, Turkey, The United Arab Emirates, The United Kingdom, The United States) is to:

  • Raise awareness of the need to address the underlying conditions conducive to the spread of violent extremism and terrorism.
    Promote institutionalization of Preventing Violent Extremism across the UN system, including through coordination and cooperation between UN security, development, educational, and other relevant entities in the field and at headquarters (“One UN”).
  • Provide political support to efforts by the Office of Counter-Terrorism (UNOCT), the Counter-Terrorism Committee Executive Directorate (CTED) and other Counter-Terrorism entities of the UN to prevent violent extremism as part of a balanced implementation of the UN Global Counter-Terrorism Strategy.
  • Share lessons learned and best practices around various topics pertaining to Preventing Violent Extremism such as the importance of good governance, human rights, gender equality, women’s and youth engagement, education, development, and rehabilitation and reintegration strategies.
  • Support local, community-level initiatives aimed at strengthening resilience against violent extremism.
  • Share best practices related to the development of national strategies, expertise, and tools to effectively prevent violent extremism.
  • Provide a forum for discussion and coordination between UN entities, governments, civil society, and other stakeholders to ensure streamlined and non-duplicative efforts against violent extremism.
  • Highlight the importance of the full and effective participation of women and youth in efforts to prevent violent extremism.

With the training being developed, a web-based offer for deradicalization is being tested. The target group of the project are right-wing extremes and right-wing oriented young people. The training is to be tested and implemented first in the penal system for youth, the penitentiary, the probation or the juvenile court. In a second step, the web-based training program is to be made available on the Internet.

Pilot projects on ways to prevent radicalisation - Federal programme “Live democracy!”

A series of pilot projects supported within the federal programme "Live Democracy!" is looking at ways to prevent radicalisation processes in the areas of right-wing extremism, ultranationalism, latently violent Islamism, salafist phenomena and instrumentalisations of Islam, and violently based, anti-democratic forms of left-wing militancy.

The projects are based in social settings that are conflict hotspots and develop conflict management strategies with the aim of identifying constructive, democratic ways of addressing problems and conflicts. In line with social prevalence patterns, the pilot projects seek to trial heterogeneous accesses, different social settings-based approaches as well as a variety of de-escalation and distancing strategies in respect of the above phenomena and the various manifestations, interactions and root causes of radicalisation processes in young people.

The projects include, for instance, the testing of measures to prevent radicalisation online and through social media and the discussion of online services with radical political contents, the piloting of peer-based distancing strategies, the further development of programmes for working with the parents of vulnerable young people or coaching politically or religiously motivated violent juvenile offenders.

Berlin State Program Radicalization Prevention

In 2015, for the first time, a round table was held with representatives of the Berlin Senate administrations as well as experts from the Freie Träger in the field of violence and extremism prevention, to discuss a common strategy of prevention and deradicalization for extremist Salafism. As a result, the Berlin Regional Program was developed by the Berlin Land Commission against Violence. Initiatives, projects and measures to promote radicalization as well as intervention and deradicalization are promoted throughout Berlin.

The focus is on prevention work at schools and institutions of child and youth welfare.

Founded in 2003/04, the Kreuzberg Initiative against Anti-Semitism (KIgA), a registered non-profit organisation, was one of the first German civil society initiatives to develop education-based methods for dealing with anti-Semitism in a multicultural German society. KIga develops models for curricular and extra-curricular education tailored to the everyday reality of the young people they work with.

The primary audiences for KIgA work are young people and educators from schools and youth centers. The pedagogical work with Arabic, Turkish, and Moslem youth stands in the foreground. In developing educational concepts, it is important to continually analyze and take into proper account the day-to-day realities and attitudes of youth influenced by Islam.

Violence Prevention Network is a group of experienced specialists who have been successfully engaged in anti-violence work and the prevention of extremism, as well as in the de-radicalisation of extremist-motivated criminals, for a number of years. In the method of Verantwortungspädagogik® (Education of Responsibility), Violence Prevention Network has identified a way to address people who have affiliated themselves with anti-democratic structures without humiliating them, thus facilitating their reversion to the democratic community.

Vision of Violence Prevention Network is that ideologically vulnerable people and violent offenders motivated by extremism change their behaviour through deradicalisation efforts, lead independent lives and become part of the democratic community, in order to prevent extremism of any kind.

Violence Prevention Network works to ensure that people have the tools and resources available to reflect on and overcome their previous behaviour patterns. The goal is to enable them to live a life in which they do not harm themselves or others.

The task of coordinating and fostering co-operation between all the relevant institutions in the field of crime prevention cannot be accomplished only by the police. In July 2001 the German Federal Government and the German States called the Foundation German Forum for Crime Prevention (DFK) into life to act as a national body for crime prevention in Germany by promoting the various approaches that can be undertaken in order to reduce crime.

The Foundation’s task is to use prevention alternatives to the greatest extent possible as well as to support crime prevention in all aspects. This is a task not set by the Federal Government, states and municipalities alone, but rather, as affecting all forces in society, which must work on stemming crime through preventive measures, minimizing the damage therefrom, and, above all, strengthening the public’s sense of security.

All of society must contribute to this and it is a central task of the DFK to bring together all powers relevant to this to take on joint responsibility.

Combating terrorism through the cooperation of different intelligence and police actors - supplemented by flanking measures in the field of aliens law as well as a long-term effective coordination of preventive and repressive needs (holistic approach).

The strengthening of inter-agency cooperation and the intensification of cooperation with representatives of law enforcement also create a culture of trust which is indispensable for the early identification and defense of dangers.

A key element of the success of the GTAZ is the cooperation between intelligence and police institutions and actors. A prerequisite for their co-operation under one roof was the establishment of two separate pillars, namely in the form of the intelligence services and the police information and analysis center (NIAS and PIAS).

The Counter Extremism Project (CEP) is a not-for-profit, non-partisan, international policy organization formed to combat the growing threat from extremist ideologies. Led by a renowned group of former world leaders and diplomats it combats extremism by pressuring financial and material support networks; countering the narrative of extremists and their online recruitment; and advocating for smart laws, policies, and regulations.

Extremists are spreading their ideology and recruiting support across the globe, posing a complex and urgent challenge that cannot be addressed by government alone. There is a responsibility for private groups and individuals to organize in opposition to extremists. To this end, CEP is: Assembling an extensive research and analysis database on extremist groups and their networks of support, providing an indispensable resource to governments, the media, NGOs and civil society organizations, and the general public; Exposing channels of financial and material support to extremist groups; Using the latest communications, social media, and technological tools to identify and reveal the extremist threat and directly counter extremist ideology and recruitment online; and Assisting policymakers around the world to devise legislation and regulations that effectively combat extremism.

CEP launched CEP Europe in June 2015 to unite individuals and groups across Europe to combat extremism. CEP Europe’s operations in the United Kingdom expands CEP’s mission of exposing the threat of extremism and countering extremist ideologies to a country that has directly suffered from extremist violence and homegrown radicalization. CEP Europe’s activities in the United Kingdom draws on the expertise of former government officials, academics, and grassroots activists. Inspire is an independent non-governmental counter-extremism and women’s rights organisation. Almost ten years old, Inspire has been at the forefront of empowering women, championing gender equality and countering extremist narratives. In 2008, frustrated with the lack of concern and will from many so-called representative Muslim organisations (who were typically male-led) in addressing both extremism and women’s rights, Inspire was founded.

The threat that extremism poses is indeed real and a challenge for us all. Inspire believes that increased support for extremism amongst small vulnerable groups of young men and women is a result of a number of different vulnerabilities including social exclusion, anger over home and foreign policy which is exploited by violent ideologues often in the name of Islam. The spread of extremist narratives which encourages violence and the dehumanisation of non-Muslims is central to the actions of those who justify their actions. We are passionate in our approach of working in the heart of communities to meet this challenge. We have a track record of raising awareness within communities and engaging with local, regional and national statutory bodies. In particular we offer training on how extremism arises amongst vulnerable people, the history of extremism, understanding the extremist rhetoric used and equipping participants with theological counter-narratives to extremist propaganda.

JAN TRUST is a charity/ non-for-profit organisation Since 1989 JAN TRUST has worked with vulnerable women and young people from BAMER and Muslim backgrounds to help them overcome barriers to integration and inclusion, so they can improve their prospects. These barriers include lack of key skills such as English, together with social isolation, lack of self-confidence, low emotional wellbeing and poor awareness of options open to them. Discriminatory practices including refugee and faith-based hate-crime make things even worse for many.

Additionally, some of JAN TRUST service users face restrictive and harmful cultural practices such as forced marriages, FGM. Concerns about radicalisation is a further challenge experienced by many. This real experience, rooted in communities, keeps JAN TRUST in touch with the needs of vulnerable women and enables us to continually learn and develop new projects, campaigns and services in response to what they tell us. As a result JAN TRUST have become a national charity as well as continuing to deliver much needed local services in the London Borough of Haringey and surrounding boroughs. JAN TRUST model is unique in the way it has developed holistically over time to reflect evolving needs. Guidance for specified authorities in England and Wales on the duty in the Counter-Terrorism and Security Act 2015 to have due regard to the need to prevent people from being drawn into terrorism. The Prevent strategy, published by the Government in

2011, is part of our overall counter-terrorism strategy, CONTEST. The aim of the Prevent strategy is to reduce the threat to the UK from terrorism by stopping people becoming terrorists or supporting terrorism. In the Act this has simply been expressed as the need to “prevent people from being drawn into terrorism”.
The 2011 Prevent strategy has three specific strategic objectives:

  • respond to the ideological challenge of terrorism and the threat we face from those who promote it;
  • prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support; and
  • work with sectors and institutions where there are risks of radicalisation that we need to address.

Terrorist groups often draw on extremist ideology, developed by extremist organisations. Some people who join terrorist groups have previously been members of extremist organisations and have been radicalised by them. The Government has defined extremism in the Prevent strategy as: “vocal or active opposition to fundamental British values, including democracy, the rule of law, individual liberty and mutual respect and tolerance of different faiths and beliefs. We also include in our definition of extremism calls for the death of members of our armed forces”.

Families for Life™ is an independent, non judgemental and confidential counselling and support service specifically aimed at families or friends who have been affected by radicalisation. Families for Life works to the BACP (British Association of Counsellors & Psychotherapists) ethical framework for Good Practice in Psychotherapy and Counselling. Families for Life ™offers a professional, ethical service which recognises that many clients seek help at a vulnerable stage in their lives and need to be treated in a confidential way.

Families for Life™ provides families with a safe environment in which to voice their experiences and empower them to share similar problems. Family support of (possible) radicalisation is primarily about counselling and aiding parents in dealing with the situation at hand. Families for Life offers support for all the relatives and friends who may have concerns or worries about a loved one who may be showing signs of radicalisation. This can be provided via family helpline or by providing one- to- one, family counselling or outreach work.

Families for Life also offers workshops to raise awareness within families and to better equip them with the suitable tools and strategies to understand the radicalisation process and eventually help them to cope with the aftermath of radicalisation.

At the same time, by working on trust, Families for Life aims at helping families maintain a good relationship with their child and strengthening them within their social environment. Family counselling is one of the most effective tools. Nothing is a stronger source for creating a living counter-narrative to radical ideals than the deep attachments and emotions harnessed in a family.

FAST was established in 2007 and is a UK-based organisation providing support to vulnerable families and individuals. FAST is publicly funded and receives campaigning support from a range of sources including the Home Office. All the services are totally free of charge and at FAST they treat everyone with respect. In addition to helping many families who have had to come to terms with the trauma of their children travelling to conflict zones, FAST also helps those whose loved ones may be about to plot, or commit, acts of terror in the UK. In order to make sure families get the best possible help and advice, FAST uses external agencies where appropriate. These include scholars, advisors, the probation service and police, along with local council departments such as housing, employment and health agencies.

The Prevention Project was launched in March 2016 to help operationalize and sustain a “whole of society” approach to preventing the spread of violent extremism. Working with its partners, which include the Geneva Center on Security Policy, the Global Center on Cooperative Security, the International Civil Society Action Network (ICAN), the Royal United Services Institute (RUSI), and the Women’s Alliance for Security Leadership (WASL), the Prevention Project is committed to promoting the role of civil society, local authorities, and, more broadly, communities in preventing a and countering violent extremism (P/CVE).

Working with government and non-governmental actors around the globe, it provides practical guidance on overcoming the challenges confronting P/CVE efforts and developing and implementing community-focused solutions to prevent the spread of violent extremism. The Prevention Project’s flagship report, “Communities First: A Blueprint for Operationalizing and Sustaining a Global Movement against Violent Extremism” (December 2016) which was produced with generous support from the European Union and the Governments of Switzerland and Norway, includes a number of concrete recommendations in this area.

The RecoRa Institute aims to empower street-level workers to build effective solutions to factors that can make individuals vulnerable to what is often called the “radicalisation process”.

The RecoRa Institute was created in response to recommendations made within a European Funded Project which examined the issue of violent extremism from the perspective of front-line workers and community activists (street-level workers).

The RecoRa Institute (RecoRa) is a partnership of organisations and individuals from Sweden, The Netherlands and The United Kingdom. It works on a not for profit basis to embed expertise relating to recognising and responding to ideological violence underpinned by global jihadist and right wing ideologies.

RecoRa work at a number of inter-related levels:

  1. Directly engaging in work with at risk individuals or groups;
  2. Mentoring and training front liners engaged in deradicalisation work;
  3. Training community activitists and
  4. Training policy makers in municipalities, police and security services to develop effective policy.

Recora provides a number of services and trainings which comprehends for example courses and master classes for frontline staff, mentors, governmental organisations and communities. It embeds expertise within organisations in kind of train the trainer programmes, organisational development, mentoring and customised support to deal with ideological violence and to increase resilience in the community. RecoRa links research to policy to practice by arranging seminars, conferences and forums with local and national authorities, assessment of research and participating within the European Radicalisation Awareness Network, UNICRE, and The Global Forum for Counter Terrorism.

A promising aspect of RecoRa is its adoption of first-liners with biographical experiences from extremist environments.

Tolerance Project

Tolerance Project

The Tolerance Project was developed in 1995 in Kungälv, Sweden, in the wake of the murder of John Hron by a neo-Nazi gang. The goal of the project in the long-term is to get rid of social unrest and eliminate intolerance within the local community. It is aimed at high-school teenagers who have been identified as being at risk of joining the neo-Nazi subculture and/or becoming future activists. Students are encouraged to apply for the programme by initially using a field trip as an exciting incentive, and, once the programme has developed, former participants share their positive experiences of the course to encourage vulnerable individuals to apply. The programme relies on an established method of analysis to determine the ideological core of the structure of the target group, who belongs to it, and their function in the context of it. From this initial analysis, in conjunction with a detailed understanding of the broader ideology, the most important activists and their followers can then be identified. Individuals identified at most at risk will then be given the option to apply to participate in the project. The identification process is facilitated by co-ordination and liaising with teachers, social workers and local youth workers, who have detailed knowledge of the local area and the students themselves.

Friday, 28 August 2015, Minister for Home Affairs Anders Ygeman, presented the Swedish strategy against terrorism. The strategy was delivered to the Riksdag as an official Government Communication. Here are the main contents of the Communication.

Terrorism threatens international peace and security, national security and our fundamental rights and freedoms. Every year, numerous terrorist attacks are carried out around the world. Recent years have seen a sharp increase in problems related to foreign terrorist fighters and there is presently no indication that this trend will abate.

The Government has now drawn up a new national counter-terrorism strategy that will form the basis of Sweden’s long-term work in this area, both nationally and internationally. The aim is to create a clear structure for the work needed to combat terrorist crime. The strategy emphasises the importance of cooperation and clear follow-up of the work done.

The goal of all counter-terrorism activities is to keep terrorist attacks from being carried out. This work is divided into three areas – Prevent, Preempt and Protect. Particular focus is given to the area Prevent. Measures in this area are intended to counteract radicalisation and recruit-ment to extremist and terrorist groups, and to influence the intent of individuals to commit or support terrorist crime. In this way, the recruit-ment base for terrorism can be reduced. The Preempt area deals with counteracting and reducing the capabilities and opportunities to commit terrorist attacks, while Protect deals with creating and maintaining protection for individuals and reducing society’s vulnerability to terrorist attacks. If a terrorist attack is nevertheless carried out, society must also be able to manage the resulting consequences. One important premise for the Government is that fundamental rights and freedoms and the principles of the rule of law must be ensured in all actions to combat terrorism.

Fryshuset, which means “cold store” in Swedish was founded in 1984. Formally Fryshuset was a foundation headed by the YMCA of Stockholm. The Swedish Passus project was started in 2010. It provides hands-on support for persons wanting to leave criminal gangs or networks by cooperating with various housing corporations, the police, social services, the legal system and also with the client’s own family and friends. The aim of Passus is to offer first-line intervention and support for those young people and their educators, parents and related professionals.

One key-element in the work of Passus is the use of “bridge-builders” or “key-personalities”, who have own experiences of criminal gangs or networks. Another key-element is the application of a method called MRP (Motivation, Relation and Passion) for dealing with the needs and new identities of the clients.

A promising aspect of Passus is its adoption of first-liners with biographical experiences from criminal gangs or networks. Fryshuset’s aim with firstline intervening is mental and social rehabilitation in order to create a new life and give support to families of young people, who are on their way into criminal gangs or networks.

It provides support to those who wish to leave a criminal gang or network. The motivation for this project is to prevent young people from jeopardising their lives and future perspectives and from causing pervasive victimisation of others and serious damage to society by engaging criminal activities.

Fryshuset also educates schools, authorities, police, the correctional system, social workers and parents in how to deal with engagement in criminal gangs or networks.

This practice former extremists working as exit workers within Exit Sweden. To visualise this approach, it is helpful to picture a ‘violent extremism spectrum’ from -10 (most extreme/negative) to +10 (most tolerant/positive), with zero being neutral. Former extremists can help bring (violent) extremist up the scale, from -10 to -1, then back to zero and above.

When starting work with a client, it’s necessary to know where he or she is on the scale. For one person, hundreds of different scales could be created, e.g. one on social contacts, another on power relations, yet another on tolerance, etc. This means that a client can be a -8 on willingness to use violence but +5 on social skills. In a similar way, the former can also be placed on this scale, which is helpful when deciding which person will be useful at what stage of the deradicalisation process. For example, to get through to a -10 violent extremist you need someone that has been and understands a -10 so as to get the message across. One could thus begin the approach using this kind of former. But as the client deradicalises and eventually makes it to -3 on radical thoughts, it could be that he or she has surpassed the former, so another, more appropriate person will take over.

The former does not have to agree with the client, but must know what it feels like to be a -5. Discussions are pitched at around -4, and critical thinking skills matching that level are introduced. When the client reaches -4, discussions are pitched at -3, etc. In this way, the client gradually moves towards zero.

If the initial analysis of the client is incorrect (he or she is categorised as -8 when the reality is -3), sending in a former with experience of -8 and speaking that language could have the unintended result of further radicalising the individual rather than deradicalising. The client might want to match the former’s level and make his or her story bigger. It is therefore of great importance that the persons making the initial analysis have experience and a deep understanding of exit work.

This approach asks a lot of the former working with the clients. They constantly need to assess themselves on where they are on the spectrum and be aware of their own process. This assessment can be difficult, and may occasionally backfire. Sometimes the client’s exit process can be faster than the former he or she works with. In this case a a chain or referrals may be necessary. This deradicalisation approach can be used in similar ways with both right-wing and jihadi extremists, as well as with people who have joined criminal gangs.

New Connexion

New Connexion is a non-profit organisation whose employees travel to schools within Sweden to educate, to follow-up with, and to coach the school’s staff. New Connexion has gained much experience in working in environments where xenophobic and racist reasoning is the norm, both amongst adults and youth.

New Connexion started their work in the spring of 2009 at a school where there were problems with racism and there was a risk for youth getting radicalised. New Connexion’s first three years were spent locally at this school, meeting the students continually every other week.

After these first three years, New Connexion started focusing their work on educating school staff. The strategy behind this focus was to reach a larger number of students through the daily interaction with a key person in the students’ lives, namely the school staff. After all, they are people with valuable relationships and influence among the students.

The main focus is the “approach to the students”, consisting of four key components: A democratic approach. Listen respectfully and have a deliberative dialogue;
Emphasis on facts and being critical of sources. Show the students new perspectives;
Problematisation: dare to process experiences and challenges that can arise in the meeting of people with different backgrounds than their own. The focus should be on finding solutions, not on the problems;
Long-term and continuity. Attitudes and values are deeply rooted within us and take time to change.

The goal is for the students to begin reflecting on the views and attitudes they have themselves, and the view and attitudes they see in other people. A high demand for tools in the work against racism and radicalisation exists today, and to meet this demand New Connexion has developed two teacher’s guides on this subject: one for grades seven through nine, and one for high school. The foundation of these materials is the United Nations Universal Declaration of Human Rights.

The material for grades seven through nine (students aged 13-16) was formed, tested, and refined in a process with students over a three-year-period. The lessons incorporate facts, small group discussions, role-playing and exercises. The material is made for long-term, continuous work and should be used during the entire three school years. There are 16 lessons per year. The material is based on the Swedish school curriculum.

The high school material (students aged 16-19) was written in close cooperation with students from four different high schools. The students chose relevant areas and compared them to the regulatory documents and made exercises and role-plays. The high school material is designed for a long-term and continuous work on questions related to racism and integration. It is closely connected to the subjects taught in high schools in Sweden and to the curriculum for the Swedish high school.

The base for both materials is the United Nations Universal Declaration of Human Rights. New Connexion’s philosophy is that good conditions for a meeting place are created by an open climate for discussion, where the democratic approach, seeing things from different perspectives and facts are the focus.

Exit provides hands-on individually targeted support to those who want to leave white power/neo nazi environments behind. Exit offers personal meetings, provides a contact person (if needed available 24/7) and assists in contacts with governmental agencies. Exit cooperates with housing corporations, the police, social services, other legal entities and family and friends of those who want out. Exit also offers counseling to parents, siblings, partners and others close to its clients.

The work is tailor made due to the specific situation of the individual client, but usually focus on building a new social identity outside of the previous extremis identity. Activities can vary from social activities and social training, to very direct hands-on engagement with moving, tattoo-removal, contact with different authorities, etc. The length of our work differs depending on the situation, usually from between a few months up to a couple of years.

Exit has existed since 1998. Some of those who have left white power/neo nazi environments through the support of Exit now work for the project, building on their own experiences and deep understanding of what it means to leave such environments behind.

Other activities of Exit include capacity building in municipalities, schools and non-profit NGO’s working with the target group. In 2010 Exit expanded to Passus, building on the methods and experiences of Exit, targeting individuals who wants to disengage criminal gangs and networks.

During the last years Exit has been involved in international spreading, assisting NGO:s, governments and international organizations to understand, create and build Exit programs around the world.

In 2012 Exit Sweden produced a theatre play, the Voice of Hate, targeting young people at 14-18 years with the focus on preventing young individuals from joining extremist environments by delivering different perspectives on why people join the white power movement and how an engagement affects the individuals involved in extremism.

Exit Sweden has produced two handbooks for first-line practitioners; one for preventing violent extremism, and one for learning about disengagement and interventions with already active extremists.

Project Network Youth Street Project

The project is street-based, where seven youth organizations in cooperation with the municipality, are reaching out to young people in order to change their behaviour and thus solve the problem. Through a positive approach and the creation of a friendly and encouraging environment, youth street workers are raising young people’s awareness about responsible use of public spaces, so that they start to appreciate the freedom to gather and hang there. Their point is not to moralise or tell them what to do. Instead, youth street workers establish opportunities for young people to self-reflect and realise what is right and what is wrong, not just for them, but for the whole community. In such a way they can become more aware of their actions and the consequences which follow. The main tool for doing this is conversation, so that they come to the point that leaving trash behind is not right and if everyone pays attention to it, it is very simple. They try to be creative in the approach that they use, modifying and changing it depending on the situation. As success factors were identified the cross-sectorial cooperation, the peer to peer approach and the outreach youth work. The main difficulty which this project had to face was the distrust from locals on the effectiveness of this project. However the successful implementation of the project resulted in the persuasion of the authorities on the value of youth work and the positive perception of local youth by the community.

  • Raise awareness of the need to address the underlying conditions conducive to the spread of violent extremism and terrorism.
  • Promote institutionalization of Preventing Violent Extremism across the UN system, including through coordination and cooperation between UN security, development, educational, and other relevant entities in the field and at headquarters (“One UN”).
  • Provide political support to efforts by the Office of Counter-Terrorism (UNOCT), the Counter-Terrorism Committee Executive Directorate (CTED) and other Counter-Terrorism entities of the UN to prevent violent extremism as part of a balanced implementation of the UN Global Counter-Terrorism Strategy.
  • Share lessons learned and best practices around various topics pertaining to Preventing Violent Extremism such as the importance of good governance, human rights, gender equality, women’s and youth engagement, education, development, and rehabilitation and reintegration strategies.
  • Support local, community-level initiatives aimed at strengthening resilience against violent extremism.

As a non-profit organisation we provide seminars, courses and workshops for education and training in relation to the work place and to society. We are also offering consulting and research in these fields in order to prepare the countries of the West Balkan who will soon become eligible for participating in European programmes. It is partner in the project Youth Counselling Against Radicalization (YCARE). YCARe is a unique international project aimed at supporting youth counsellors in preventing and combatting radicalization. Eight countries participate in the project, Austria, Germany, Greece, Ireland, Slovak Republic, Slovenia, Spain and The Netherlands. They collect guidelines and best practices. In recent years several national and international projects have been set up to exchange and disseminate knowledge and best practices. YCARe’s added value stems from the feedback that is collected among the youth counsellors who use the tools. A teaching environment is created in which best practices and guidelines can be improved. The idea is that young workers may eventually be better equipped if countries learn from one another. The project Youth Counselling Against Radicalization (YCARe) is now carried out with funding from the Erasmus+ programme.

Celje Youth Center is implementing the project “Stop Youth Radicalization” (StopR) which will support youth organisations in 5 countries (Hungary, Slovenia, Bulgaria, Poland and Czech Republic) and across Europe in recovering and fostering the intercultural dialogue across diverse youth communities. The project aims to enhance the abilities of youth workers to stop and prevent radicalization among young people in the EU in a timely and effective fashion. StopR will develop a quality mark, which will help recognize the best methodologies in this area of youth work. As the problem of radicalization has spread through the European Union, many methodologies have been created and employed to prevent and stop these efforts among youth. It is important for them to find recognition and an audience resulting in increased efficiency (as youth workers start using the established good practices instead of developing their own) and transparency. The quality mark will be awarded to the methodologies, which answer a set of criteria, to be developed by the project partners.

Slovenia condemns in the strictest terms terrorism in any form. There is not and cannot be any justification for terrorism. The interdependence of members of the international community and the indivisibility of international security have never been so pronounced as at the present time of openness and globalisation. Openness and transparency can potentially have negative effects, i.e. they may facilitate terrorism and international organised crime. This means that the widespread involvement of democratic states in counter-terrorism activities is required.

Respect for values, such as democracy, human rights and the rule of law, constitutes the most effective long-term measure against terrorism. Enhanced security should not affect the generally accepted standards for the protection of human rights and fundamental freedoms.

Slovenia feels solidarity with all countries that have been victims of terrorist attacks, and regrets that the international community still has not formulated a unified position on terrorism. Slovenia therefore welcomes all initiatives and efforts to overcome this deadlock.

In the fight against terrorism, action should be taken on two levels: within international organisations at the global and regional levels, and through appropriate legislation and its effective implementation at the national level. The fight against terrorism includes close coordination of international and national measures (political, financial, legislative, police, military, administrative, etc.).

Slovenia furthermore believes that the prevention of radicalism, extremism and terrorist recruitment is one of the most important areas of the preventive fight against terrorism; however, in this process, regional specificities should be taken into account.

Slovenia is an active supporter of counter-terrorism initiatives and measures in international forums. Its support for and implementation of measures adopted by the UN, the EU, NATO, the OSCE, and the CoE place Slovenia firmly and unambiguously in the antiterrorist camp. The most important documents in this field include UN Security Council Resolution No. 1373 (2001), the UN Global Counter-Terrorism Strategy and the European Union Counter-Terrorism Strategy.

Slovenia is a State Party to universal conventions and protocols of the United Nations against terrorism; on 14 September 2005, it was one of the first countries to sign the last, thirteenth International Convention for the Suppression of Acts of Nuclear Terrorism. Its ratification was planned for 2008, as the relevant articles of the Criminal Code have to be amended.

On 12 October 2001, the National Assembly of the Republic of Slovenia adopted the Declaration on the Common Fight against Terrorism whereby Slovenia has joined the international community’s endeavours to unite in the fight against terrorism, and called for the implementation of concrete counter-terrorism measures. The relevant decisions adopted by the Government of the Republic of Slovenia require that individual ministries engage in specific activities for the fight against terrorism.

Slovenia is a signatory of many bilateral and multilateral agreements and/or conventions on the fight against terrorism. To fulfil obligations arising from these legally binding agreements, Slovenia has been implementing legislative and practical measures. As a member of the UN and other international organisations, Slovenia is obliged, in accordance with responsibilities deriving from its membership, to adopt or lift restrictive measures against countries, territorial entities, movements, international organisations and persons, in the context of the implementation of UN or other sanctions binding on the Republic of Slovenia, or if countermeasures are required in accordance with international law.

Slovenian Criminal Police

The Criminal Police are a specialised division for fighting crime. They are headed by the Criminal Police Directorate which with the support of its sections manages, coordinates, monitors, analyses and evaluates situations in the area of criminal offences. In cooperation with judicial and other State bodies and foreign competent authorities, it ensures effective and lawful implementation of tasks in the fight against various areas of crime.

The criminal police cooperate with uniformed police officers in uncovering criminal offences and perpetrators. These can, due to their ongoing presence, immediately take action and solve less serious criminal offences. Severe forms of crime, which require special investigative knowledge and technical equipment, are handled by criminal investigators. Criminal investigators do not wear uniforms and in special situations wear anoraks with the inscription "POLICE".

Due to their specialised work and knowledge of local problems, local crime investigation groups also operate within individual police stations, especially in urban areas. To ensure control of crime in more risky districts, mobile crime units have also been organised at police directorates.

Crime is not hindered by national borders or ethnical differences. In the last decade, with the dissolution of the eastern bloc, crime pushed its way across the iron curtain to the West. This especially applies to organised crime, weapons and illicit drug trafficking and money laundering. Slovenia is also more frequently faced with such crimes, thus it comes as no surprise that the fight against organised associations involved in international criminal acts is a priority task of the criminal police.

The criminal police endeavour not only to keep up with criminal offenders, but also to remain a step ahead of them, therefore they constantly introduce contemporary investigative methods and techniques, suitably train and equip experts for the most serious forms of criminal offences, improve the quality provision of evidence on criminal offences, improve the use of special methods and techniques for investigating organised crime, reinforce preventive work, monitor the occurrence of juvenile crime in more depth, etc. The criminal police have established special groups of experts for combating corruption and computer crime; this will enable facilitated monitoring of criminal movements both at home and abroad and contribute to an improvement in the clear-up rate of criminal offences, which is currently already one of the best in Europe.

Association for Nonviolent Communication (Društvo za nenasilno komunikacijo) is a non-governmental, non-profit and humanitarian organization dedicated to prevention and reduction of violence and its consequences. It was founded in 1996 when it was the first nongovernmental organization in Slovenia with programs for victims of violence as well as for perpetrators of violence. Its work is based on a belief that violence is a social and public health problem and it should never be considered a private home matter. It strives for an integrated solution to the problem of violence and therefore wants to prevent violence and mitigate its consequences with programs for all individuals who experience it. Furthermore, it organizes preventive and educational activities to raise awareness of the occurrences of violence to the professional community and general public. Association considers it very important to cooperate with other institutions and organizations, on state and European level, as violence is a problem that requires integrative and systematic approach. Its main objectives are:

  • To reduce society’s tolerance of violence.
  • To help those who commit violence to change their behaviour.
  • To help those who experience violence

Slovak National Centre as a National Human Rights Institution (NHRI)

National human rights institutions-NHRIs are independent institutions established by law with a broad mandate to protect and promote human rights in a state where they are established. National human rights institutions are supposed to be a bridge which ensures implementation of international human rights commitments into national legislation. They can be, therefore, perceived as an extended hand of the United Nations at the national level. Their position allows them to cooperate with some UN bodies and also with the Council of Europe and the European Union. However, the most important role in coordinating their activities, development and strengthening towards Paris Principles is played by the Section of National Institutions and Regional Mechanisms of the Office of the UN High Commissioner for Human Rights.

The organisation “Human rights” in Slovakia has created a publication “Trust but verify”, which aims to fight extremism on internet via knowledgeability. On the social media, there is a dangerous trend of interconnection between alternative and far-right websites and organizations. This makes extreme content not only more sophisticated and difficult to identify but also affects much larger sections of the population. This is particularly dangerous to young people, who are still shaping their opinions and are searching for alternatives during the global economic crisis. This publication helps via informal education to create capacity for recognition of extremist content, manipulation of alternative media and the ability to verify information in the online area, thereby preventing radicalization and extremism of youth.

Radicalization Prevention in Prisons (R2PRIS) Project seeks to reduce radicalization and extremism inside prisons by enhancing the competences of frontline staff (correctional officers, educational staff and psychologists, social workers) to identify, report and interpret signals of radicalization and respond appropriately. The R2PRIS is represented by 6 European countries, but the promoter of the project was BSAFE LAB law enforcement, justice and public safety research and technology transfer lab Beira Interior University of Portugal.

The main objectives are:

This project, led by the IARS Institute of the United Kingdom, involve a total of 19 European entities.

YEIP aims to design and test a positive model of prevention of marginal, radical or violent behaviour among young people in Europe, based on the principles of restorative justice, positive psychology and Good Lives Model.

The project search to:
1) Create a model and tool from the joint research of the participating countries, which will serve to developed pilot actions through field tests in all participating countries.
2) Develop an online survey to enable quantitative triangulation across the EU. Two surveys will be set up: one for young people, one for professionals.

The government has implemented in recent years, a program of actions that aims to reduce the incidence of violent radicalization processes, especially terrorist, in the Portuguese population:

1) "Future in Security" program - with the universities, to involve the community of these establishments in the prevention of terrorism, in the detection of risk behaviours and in the identification of signs of radicalization.

2) Legislative measures should be adopted to remove or block content on the Internet that supports terrorism, including the dissemination of images of attacks and victims. The site query itself should be penalized (except for research and academic purposes). Downloading a manual to manufacture an explosive should be criminalized, for example.

3) Reinforcing, by all means, the sharing of information between authorities in each country, between countries and between them and European coordination agencies, is a top priority. From the moment there is a "suspect" until the conviction.

The Never Again Association is a Polish and Eastern European antiracist organisation. The mission of the Never Again Association is to promote multicultural understanding and to contribute to the development of a democratic civil society in Poland and in the broader region of Central and Eastern Europe. Never Again is particularly concerned with the problem of education against racial and ethnic prejudices among the young. Activities of Never Again include: - Social campaigning and educational programmes. - Monitoring and publishing data on racist incidents and other xenophobic crimes committed in Poland as well as sharing information and analysis on hate crime and extremist and racist groups operating in Poland and in the rest of Europe. - Sharing expertise and cooperating with researchers, media, policy makers, national and international organisations. - Running of the 'Delete Racism' project to combat racism and antiSemitism on the Internet and conducting high-profile educational campaigns in the field of popular culture, 'Music Against Racism' and 'Let's Kick Racism out of the Stadiums'. - UEFA EURO 2012 'Respect Diversity – Football Unites' programme: major educational and awareness-raising activities that took place before and during the European Football Championships in Poland and Ukraine. The Never Again practitioners come from various professional backgrounds as political and social studies, social work, legal, educational. A particularly promising aspect of the Never Again approach is combining work on many different levels - international networking alongside domestic and local projects, integration of football work and general societal work, collaborating simultaneously with other NGOs, risk groups, policy makers and practitioners, as well as with local and national authorities. Such approach combined with Never Again's broad network of volunteers across the whole country and the region enables the Association to diagnose and respond quickly to any issues that may come up within the scope of its work. At present, Never Again is approaching the field of prison work and has already become a reference point for those involved in deradicalisation work. The Association provides help with regards to carrying out first-line work, as well as advises on how to approach and deal with extremists and hate crime offenders. The Association also broadly promotes implementation of best practices regarding both combating racism and hate crime, as well as promoting a positive, inclusive public discourse on multiculturalism and diversity.

The establishing of the Government Centre for Security constitutes a significant step in building an effective and comprehensive system of crisis management – a system thanks to which it will be possible to prevent crises and, in case of their occurrance, to minimize their impact by taking professional actions.
Government Centre for Security is a supraministerial structure which aims to optimize and standardize the perception of threats by individual government departments, thereby increasing the degree of ability to cope with difficult situations by the competent services and public administration authorities.
The establishing of the Government Centre for Security will help to organize the functioning of the units responsible for crisis management, created pursuant to the provisions governing the functioning of public administration authorities in the event of natural disasters.
Conducting a comprehensive risk analysis, based on the data obtained from all possible ‘crisis centres’ within the public administration as well as based on the data from international partners, is considered to be the main and basic task of the Government Centre for Security.
In addition, developing optimal solutions to the emerging crisis situations as well as the coordination of the flow of information concerning the threats are also within the scope of the tasks of the Government Centre for Security.

The remaining tasks of the Centre are the following:

  • compiling the catalogue of threats;
  • monitoring of the potential threats;
  • launching of the crisis management procedures at the national level;
  • implementation of the planning and programming tasks in the field of crisis management and critical infrastructure protection;
  • supervision over the consistency of the crisis response procedures;
  • organising, conducting and coordination of crisis management trainings and exercises as well as participation in national and international exercises;
  • preventing, counteracting and removing the consequences of terrorist acts;
  • international cooperation with the entities and organisational units of the North Atlantic Treaty Organisation and the European Union in the field of crisis management.

The Centre shall ensure services to the Council of Ministers, Prime Minister, the Government Crisis Management Team and a minister competent for internal affairs within the scope of crisis management. Moreover, the Centre serves as a national centre for crisis management.
Government Centre for Security has been operating since the 2nd August 2008.
It was established under the Act of 26 April 2007 on Crisis Management (article 10). Currently, the organizational structure and operating mode of the Centre is regulated by a Regulation of the Prime Minister of 11 April 2011 on the organisation and operating mode of the Government Centre for Security.
It is a state budget unit subordinated to the Prime Minister.

Training for first line practitioners ran by the Lithuanian Criminal Police Bureau together the following partners: VIP Protection department of the Ministry of the Interior of the Republic of Lithuania, Estonian Internal Security Service, Norwegian National Police Directorate and European Police Office (Europol). It is intended to strengthen capacity and share best practices, and strengthen criminal police officers’ abilities by creating new, modern activity models, therefore stepping up safety and national security. The aim of the handbook is to increase awareness of terrorist trends and activities, emphasising the growing threat of self-radicalisation, and to support criminal police, intelligence, and law enforcement officers in detecting signs of radicalisation at an early stage by strengthening their perception and assessment skills. „Promoting refugee Integration Support through youth Engagement: 1951 Convention and nowadays refugees“ (Project PROMISE)

Promote better acceptance of European decisions for refugees in host communities through: a) creation of discussion forums around key concerns in Europe due to refugee emergency in the context of the 1951 Refugee Convention, and b) development of tools for youth engagement in refugee integration at (trans) national level. The aims of the project will be achieved by creation of (trans)national network of youth motivated to support refugees. Wxpected impact is the engagement of youth motivated to speak for and support refugees through networking created by the project will contribute to more welcoming environment for relocated/resettled refugees in the mid-term and improved conditions for refugee acceptance and integration in participating countries in a long run, including those opposing recent European decisions on refugees. Linking these youth networks to existing youth organizations and NGOs working with refugees who are project partners will ensure the sustainability of their operation in a medium term, as NGOs frequently need motivated young people in their work.

Institute of Baltic Studies, in cooperation with partner organisations from six EU countries, is carrying out a project (MIGRASCOPE) aiming to increase access to work and reduce barriers for migrants. This will be achieved through implementing new good integration practices at the workplace by employers and increasing knowledge and better expectation management among migrants. The project also aims to identify and empower successful migrant entrepreneurs who would act as role models and to facilitate the access to work and reduce barriers by developing innovative and interactive e-tools.The activities for the MIGRASCOPE project include work-shadowing, creating a best practice toolbox, development of two e-services together with mobile app, identification of expectations among migrants and organisation of interactive workshops for migrants. Altogether, around 400 immigrants are expected to participate in the interactive workshops and more than 100 employees to take part in the work-shadowing activities. The project also involves various social partners (including civil society organisations) and state and local government authorities.

To understand the reasons why many refugees recognized in Lithuania move onwards, and inform the content of UNHCR’s engagement, the first step has been to conduct a Participatory Assessment of refugees’ integration opportunities and challenges in Lithuania, from the perspective of the refugees themselves. For UNHCR, it is crucial to start the formation of an assessment and analysis of the effectiveness of the current integration program, by listening to the voices of those the program is intended to benefit. In many respects, the refugees themselves are best placed to tell us if programs and activities being implemented by the Lithuanian authorities and NGO partners have the intended impact in practice, or if changes are needed in order to more effectively use the resources spent on facilitating integration. UNHCR, in close collaboration with the Lithuanian Ministry of Social Security and Labour and the NGO partners Lithuanian Red Cross Society and Caritas therefore formed a MultiFunctional Team, and conducted Participatory Assessments with almost 70 beneficiaries of international protection in Lithuania of different nationalities, ages, gender and personal and professional backgrounds, during October and November 2013.

“Partnership Against Violent Radicalisation in Cities” (Project PRACTICIES)

A particularly sensitive issue, the fight against all forms of extremism and radicalisation requires the participation of all citizens and professionals in Europe, including those involved in the field of knowledge. It is on this basis and in response to a European call for tenders following the attacks in January 2015, which was supported by the French government, that the PRACTICIES (Partnership Against Violent Radicalisation in Cities) Network was created. It involves more than 25 partners from various European countries (Italy, Austria, Spain, Belgium, Greece, Portugal) as well as Tunisia, all experts in the humanities, political science, information sciences and information technology.

The objectives of this network are to better understand the risk factors and the mechanisms of violent radicalisation and to characterise them from the origins to the act in order to design concrete prevention tools against hate speech and recruitment processes.

PRACTICIES works in particular on better understanding communication processes that promote or limit the spread of hate speech among young people, whether in public, community, family or virtual spaces (social networks, etc.).

It also aims to identify good intervention or prevention practices that address violent radicalisation at European, national and local level. And ultimately to develop effective actions and innovative tools to fight radicalisation.

Finally, it works closely with representatives of civil society involved in prevention, such as associations of mothers of children who died in Syria (in Belgium in particular), cities or networks of cities (Nice, Toulouse), but also police or anti-terrorist structures (Spanish, Tunisian or Greek police).

Training Aid will facilitate the integration of member states counter-radicalization efforts establishing common procedures for highly-specialized training methodologies and integrating specialized topics such as strategic planning and fundamental rights by using blended technologies for synchronic and a-synchronic training delivery. Training Aid project will organize Expert Users Panels in Spain, Germany and Latvia. L'altro diritto is a Documentation center founded in 1996 at the Department of Theory and History of Law at the University of Florence, conducts theoretical reflection and sociological research on the issues of social exclusion, deviance, Penalties institutions and jails. Since 1998, L'altro diritto association deals specifically with the problems of minors in IPM. Most of these are from non-EU countries, mainly belonging to the Maghreb region (Morocco, Algeria, Tunisia) and the Balkans (Albanians, Slavs in general). Among the detainees with Italian citizenship there are many Sinti and Roma.

Beyond issues directly linked to the legal status of minors, volunteers also seek to create opportunities in which they, despite the imprisonment, may express themselves freely. Each year, for example, they organizes lunches or dinners in the Institute, which represent important moments of aggregation. In addition, volunteers have, on several occasions, assisted in the field of school and organizing sports activities.

The CPA of Florence is a Service of the Juvenile Justice and Community Department with territorial jurisdiction for the regions of Tuscany and Umbria and is dependent on the CGM in Florence. The CPA is an essential public service that provides 24-hour reception of minors, males and females, aged 14 to 18 who have committed a crime in the above regions. The CPA guarantees the minors' stay until the validation hearing. The maximum time between the minor's arrest and his exit from the CPA is 96 hours. It is almost always the first service with the minors has contact when he is caught and consequently private of personal liberty (arrest, detention or accompaniment) on the disposition of the judicial authority, ie the Prosecutor of the Republic in the Court For Minors of Florence or Perugia (Public Ministry) according to their territorial competence.

The main purpose of the association is to support people in detention, probation and ex-prisoners, by promoting support measures for their families. Association activities alternate interventions and assistance projects to life inside the prisons; educational support, promotion of family relationships (meetings, reunions, relations with minor children); support and assistance to prisoners of foreign origin; social and occupational reintegration of people in alternative measures and ex-prisoners; daily and residential care.

As regards the projects with minors in criminal cases, instead, the AVP began operating inside the IPM of Florence in 2004 with a project called "Pinocchio", it was a handbook outlining, using a suitable language (comics), the judicial process, the penitentiary regulation, alternative measures to detention and proposals for social integration in Italian territory. The minors has been spread throughout the national territory (IPM and CPA) and is still required by the centers in Italy, as it has been translated into seven languages.

As an association, it led not only laboratories in the juvenile prison, but has also been involved in the external accompaniments of young during the period of MAP, in collaboration with their social workers and in accordance with CGM.

They do not currently have active projects, they are waiting for funds to resume the external accompaniments and resume the project “Portfolio” with the attached database.

The Department (which was established with d.P.C.M. n. 84 of 15 June 2015 embracing the functions of the previous Department for Juvenile Justice and Of the General Directorate for the External Execution of the Prison Administration Department) deals, on directives of the Minister of Justice, on legal issues in the area of minors, both with regard to juvenile offenders and victims of crime. The Department cares for the protection of minors, the prevention and the facing of juvenile deviance, the international judicial and penitentiary activity, the prevention and the fight against crime, with particular reference to organized crime, terrorism, illegal immigration, trafficking in human beings, the international abduction of minors, pedophilia and pornography.

The Department for Juvenile Justice (DGM) is territorially articulated in 12 Centers of Juvenile Justice (CGM)

Each center operates on the territory through the Juvenile Justice Services, which are:

  • 18 Juvenile prisons (IPM);

“National Action Plan for the Prevention of Violent Radicalisation and Extremism”

In 2012, the Government decided on the preparation of the first national programme of measures – an Action Plan – for the prevention of violent extremism. Now the Plan has been revised. In accordance with international best practices the prevention of violent radicalisation refers to the specific measures focused on those groups and individuals who run the risk of becoming radicalised. The updated Plan continues the actions which are still relevant and which proved effective in the first programme. The Action Plan has been updated by including measures which meet the new challenges of the operating environment as well as changes therein. The Plan was prepared through extensive participation between the authorities, organisations and communities. The Ministry of the Interior steers and coordinates the implementation of the Action Plan; different authorities, organisations and communities contribute to the effort.

“Innovative, ethical and effective actions to tackle radicalization leading to violent extremism“ (Project MINDB4ACT)

MINDb4ACT is a collaborative project participated by 7 LEAs, think-tanks, reserach centres, universities, industry associations and NGO based in 10 Member States (Austria, Belgium, Denmark, Finland, France, Germany, Italy, Poland, Spain and United Kingdom). The project will contribute to the European priorities for the improvement of current counter-violent extremism policies (CVEs) in the countries represented in the consortium (Austria, Belgium Denmark, Finland, France, Germany, Italy Poland, Spain and United Kingdom) and the generation of new ones connecting through collaboration ecosystems (innovative, open, participatory, user-centred environments) to co-design interventions such as research actions, exchanges, strategic-policy exercises, training courses and pilot projects based on social innovation and civic engagement schemes (a community of practice of 1,500 people). All actions will be developed in 5 specific domains: prisons and judiciary system; migration hotspots and asylum centres, schools, cities (peri-urban contexts) and the Internet and media. A special contribution of the project will be the integration of technology based practical solutions with the contribution of the industry. MINDb4ACT focused on developing policy recommendations and practical solutions for end-users.

"Multi Agency Training Exit Strategies for radicalised youth” (Project MATES)

An efficient probation entails a strong interaction between the Justice System and the key actors responsible for the youth’s social rehabilitation at local level. In order for the probation to be truly effective it is therefore necessary to firstly build or reinforce a network of social actors with a shared approach to the reinsertion of radicalised youth. MATES project will develop a training method that aims at providing probation officers as well as first-line practitioners (FLP) with enough capacity and understanding to recognise early signs of radicalisation, contrast potential re-radicalisation and indirectly prevent risks of recruitment to terrorism. Collaboration with and among probation officers, local social workers, community leaders, staff of education agencies, youth sporting clubs will then focus on engaging with youth as to change their negative perceptions of state and society, help them to establish new social networks away from extremism, provide vocational training, sports coaching, fitness training, art, etc. as a means of creating a regular interaction and promoting peaceful coexistence. The project major aim will be to train probation officers for a more efficient reinsertion of the youth convicted for radicalisation to terrorism. More specifically, the project objectives will be:

  1. To strengthen the social reinsertion of radicalised youth under probation by providing appropriate exit strategies
  2. To create or strengthen efficient networks of key-actors – at local, national and European level - committed to countering the risks connected to radicalised youth
  3. To contribute to prevent youth’s recruitment to terrorism
  4. To contribute to devise and promote the use of counter-narratives as an efficient tool for probation officers to contrast the radicalisation of youth under probation and prevent the risks of recruitment.

“Extending the scope of labour market integration of immigrants” (Project MIGRASCOPE)

Institute of Baltic Studies, in cooperation with partner organisations from six EU countries, is carrying out a project (MIGRASCOPE) aiming to increase access to work and reduce barriers for migrants. This will be achieved through implementing new good integration practices at the workplace by employers and increasing knowledge and better expectation management among migrants. The project also aims to identify and empower successful migrant entrepreneurs who would act as role models and to facilitate the access to work and reduce barriers by developing innovative and interactive e-tools.

The activities for the MIGRASCOPE project include work-shadowing, creating a best practice toolbox, development of two e-services together with mobile app, identification of expectations among migrants and organisation of interactive workshops for migrants. Altogether, around 400 immigrants are expected to participate in the interactive workshops and more than 100 employees to take part in the work-shadowing activities. The project also involves various social partners (including civil society organisations) and state and local government authorities.

The project is funded by the European Union from the Asylum, Migration and Integration Fund (AMIF) and it lasts until October 2018.

The aim of the Garda Racial, Intercultural and Diversity Office (GRIDO), and its team of Garda Ethnic Liaison Officers, is to liaise with ethnic minority communities and reassure them of the police services available to them without discrimination. These police officers liaise with the Muslim community in general and at their places of worship (Mosques and Prayer Houses) throughout the state. The central function of GRIDO and Garda Ethnic Liaison Officers is to build trust and confidence with individuals within the Muslim community, and to be attuned to the heightened vulnerabilities pertaining to this community especially at times of terrorist threats and attack worldwide. The effects of negative media reporting in respect of Muslims can encourage prejudice and stereotyping of this community. To this end, Police (Garda) Liaison Officers through their knowledge and excellent relations with the Muslim community can act to dispel negative media commentary that leads to prejudice and stereotyping of the 'whole' community. In such instances Police Liaison Officers also act as an aid to the police organisation to ensure that instances of negative profiling by the police is prevented during times of heightened alert and nervousness. The Garda Ethnic Liaison Officer endeavours to learn about this community through self-development from constant communication and contact. Police liaison officers may eventually become privy to information that assists in preventing individuals from becoming radicalised. Garda Ethnic Liaison Officers also are available to any member of the community who wishes to report in confidence any matter that could endanger the Muslim community in general. GRIDO and Garda Ethnic Liaison Officers provide presentations to the Muslim community on security and safe use of the Internet. Glencree tries to engage with people from marginalised backgrounds where political conflict has been a reality and cooperates with schools, community, women’s organisations, political groups, students, ex-prisoners/ former combatants and youth organisations within the island of Ireland (North and South) and between Britain and Ireland. Glencree employs methods of relational work, single identity group work, facilitated dialogue, activity based workshops, restorative circles and participants forums. Basic ground rules to create safety through respect, equality, honesty, self-expression and voluntary engagement apply to all formats of work. Co-operation Ireland (CoIre) is an NGO that works to sustain peace on the island of Ireland by helping to build a shared and cohesive society, addressing conflict risks and aiming to prevent vulnerable young people from engaging in sectarian hate crime and extremist/paramilitary activities. CoIre’s Youth Leadership Programme focuses on marginalised urban and rural communities across Northern Ireland. The programme employs a combination of detached and centre-based work and follows established youth work models (such as Brendtro’s Circle of Courage and Huskin’s progression model). These approaches aim to develop key life and social skills, create positive pathways to further education and employment, and facilitate participants to positively re-engage and contribute to local community life. The Youth Leadership Programme is delivered by professional youth workers, with support from peer mentors and trained facilitators in community development and conflict resolution work. Currently CoIre is looking to develop the programme further by strengthening their evaluation approaches, including through engagement with academic expertise, and exploring replication of their model in different community settings.

“Youth Against Extremism and Radicalisation” is a two-stage international youth exchange project which aims to gather 35 young people from 5 countries (Hungary, Armenia, Georgia, Turkey and Estonia) and empower them to fight against extremism and radicalisation. Violent extremism and radicalisation is a denial of democracy and of human rights. Unfortunately in Europe and beyond an increasing number of young people are being drawn into extremist movements in their search for identity and a meaningful place in society. Profound feelings of injustice and frustration about their social exclusion are amongst the main root causes contributing to young people’s vulnerability, and increase their willingness to adhere to extremist, sometimes violent groups, which offer an apparent social purpose to them. In order to effectively commit to the elimination of radicalisation and extremism, it is crucial to invest more in prevention measures targeting young people. Youth engagement activities form a cornerstone as youth can engage their peers on par , taking advantage of their own life stories. This study summarizes the results of a two-years-long research project, which focused on the attitudes towards political violence in online and offline context. The project, entitled ‘Developing innovative methods for comparative researches on violent radicalisation among the youth to help prevention’, was carried out by Political Capital. DEMOS UK – our British partner in this project – conducted certain aspects of the research. The project was supported by the European Commission programme ‘Prevention of and Fight against Crime’ (ISEC) and Open Society Foundations. We launched our project based on the experience that, while good comparative data would be the necessary (but not sufficient) precondition of any good policy strategies and decisions to prevent political violence, exact datasets are often missing for comparing the different countries and communities from the perspective of the potential for the use of violence they have. The goals of our pilot project was to develop and pilot good traditional and new comparative research methods in order to assess the threat of violent radicalisation by identifying the vulnerable groups in given EU member states where the justification and glorification of violence poses a danger. We hope this project helps us to gain a clear picture of violent extremism and its social-attitudinal background, increasing the effectiveness of prevention programmes in the future.

Budapest Centre for Mass Atrocities Prevention

As of October, 2017 The Budapest Centre has launched its new project: “Prevention of radicalisation in the Hungarian prison-system”. The “Prevention of radicalisation in the Hungarian prison-system” is a 13-month initiative of the Budapest Centre in collaboration with Hungarian experts and researchers. Funded by the Internal Security Fund of the European Union, it aims at contributing to the coordination and improvement of national and international capabilities for preventing and countering radicalisation. To that end, it will map the capabilities of selected Hungarian prisons in order to recognize signs of radicalisation, as well as to manage and prevent processes leading to radicalisation. It will provide training for prison personnel to further improve such capabilities and conduct so-called “life-path” interviews with prisoners to facilitate their rehabilitation and reintegration. The results of the project and its policy recommendations will be summarized in a report available in Hungarian and English and presented at a conference in spring 2018.

It is a non-governmental organization that studies globalism and the impact of extremist and radical phenomena throughout Europe, and that advises and intervenes in processes of de-radicalization and anti-extremist initiatives.

Greece, on the one hand, has been part of the FATF (Financial Action Task Force), which would be a Financial Action Group. The FATF is an intergovernmental organization that fights the financing of terrorism. The organization recommended the adoption of several measures for the country:

1) Criminalization of the financing of terrorism or any association related to extremist or radical groups.
2) Freezing of terrorist assets.
3) Policies designed exclusively to prevent terrorists from taking advantage of or exploiting non-governmental organizations.

On the other hand, Greece has a following of groups that share the objective of avoiding the financing of terrorist groups; such as the Investigation Authority against Money Laundering. The Authority consists of three units that include:

1) Financial Intelligence Unit (FIU)
2) Financial Sanctions Unit (FSU)
3) Funding Investigation Unit (SFIU)

Plan of intervention of the Greek Government carried out by the National Police of the country (ELAS).

Due to the migratory flow, during the last decade, Greece has welcomed thousands of Muslim migrants. This, linked to the current political situation and the humanitarian and social crisis suffered by the European Union, has led to direct confrontations between various social groups.

One of them is the radicalized Muslim population, which in turn is associated with Islamic groups integrated into ISIS. Thus, the ELAS have developed a series of actions to mitigate the impact of radicalization in the prison centers, and to reduce and stop the number of Islamic radicalization groups. Among the actions that will take place, we find:

1) Training program for Greek police officers, customs guards, prison officers and immigration officers to understand the phenomenon of radicalization and locate terrorist elements within Muslim communities.

2) Monitor the use of the internet by captors and suspects who try to recruit people for the cause of ISIS.

3) Police program against radicalization in Greek prisons, emphasizing the vulnerability of inmates to be recruited or persuaded to join radical groups.

4) Specialized programs in de-radicalization within prisons, endowed with long-term sessions aimed at eliminating extremist ideologies and helping Muslim migrants to integrate into Greek society.

A De-Radicalization Strategy for Greece: Baby steps back to social common sense

Since 2012, the political forces in Greece have been widening and expanding towards the strongest opposition, and the contrariety and discrepancy between two of the parties that have experienced the greatest boom due to the political crisis in the country: Golden Dawn (Golden Dawn) party of extreme right, patriotic and of anti-immigration policies, and SYRIZA, party of the radical left.

The main problem of this resurgence of parties so opposed and popular at the same time, has led to a series of violent events and clashes between supporters of both sides. To this, we must add the legitimacy of the Greek government that offers two great perspectives to enhance its position; the first is the crisis of migration policies, and the conspiracy theory of European policies against Greece.

All this has created a crack in the social fabric of the country, which harms coexistence and drastically changes the social and political life of its inhabitants. The strategies to adopt to get out of this violent situation, would consist of:

1) Creation of a pro-European and community narrative, independent of the current and dominant national ideology, that seeks to prevent the spread of extremism.

2) Urge the Greek government to take part in the Radicalization Awareness Network of the European Commission, with the aim of delegitimizing violent extremism.

3) Implementation of deradicalization practices, such as family counselling, that seek to alienate people from extremist groups and radical ideologies.

The main objective of PREPARE is to help avoid radicalization through rehabilitation and disengagement programs in situations of freedom and conditional freedom.

The objectives are:
1) Implement a decoupling and rehabilitation program that in turn involves local authorities.
2) Identify needs in this field to develop interinstitutional initiatives.
3) Strengthen the capacities and abilities of the authorities in matters of prevention and detection of radicalization.
4) Bring together and congregate the competent European authorities, willing to address radicalization through the regime of freedom and coercive freedom.

After the law adopted by the French government at the end of 2017, which strengthens and reinforces national security in the fight against terrorism, this interdimensional project faces the threat of radicalization adding to the plans already implemented in the country, such as the PLAT (plan to fight terrorism) and the PART (Plan of Action against Radicalization and Terrorism).

The national project has been the responsibility of 20 ministerial departments and consists of 60 specific measures, enclosed in 5 axes:

1) Bring people to fight and resist radicalization

2) Complete the radicalization detection and prevention network

3) Understand and anticipate the evolution of radicalization

4) Professionalize local actors and evaluate practices

5) Counteract uprooting and disconnection.

RIVE project. Recherches et Intervention sur les Violences Extrémistes (investigation and intervention of extremist violence)

Project designed to detect the radicalization factors of 14 selected inmates. 8 men and 6 women, ten of whom are awaiting trial.

The project is intended to accompany and forge a bond of trust between the professionals and the inmates. This is the responsibility of the EDGE team, members of the APCARS (Association of Applied Criminal Policy and Social Reintegration), which will detect factors that led to extremist violence, their motivation and the risks they have of resorting to it again. It also addresses areas such as social, family or religious, through individual interviews or home visits.

After a follow-up of deadly attacks perpetrated in French territory and claimed by ISIS, the government decided to take measures to forge a new counter-terrorism strategy. It was not until mid-2014 when the first official measures of the Government of the French Republic were introduced:

* Implantation of the “vert” number, which sought to make available to citizens a telephone number available for any event of a terrorist nature.

* Creation in January 2016 of special deradicalization pavilions in prisons. These pavilions were specifically designed to intervene in prisoners convicted of terrorism.

* Opening of specialized deradicalization centres throughout France. This proposal aimed to inculcate citizenship values to citizens from all over the country, taking a counternarrative from violent extremist ideology.

Mhtconsult - Community Counteracting Radicalisation (CoCoRa)

Mhtconsult is the coordinating organisation behind the CoCoRa project. The project is co-financed by the EU-Commission, within the Erasmus+ Programme for Youth activities 2015-17. Mhtconsult is a private and independent research and development organisation, founded as a limited company. The background and rationale of the CoCoRa project and prevention concept: All over Europe we see: An increased focus on political-religious radicalisation oriented towards Daesh in the wake of the Syria civil war; An increased preparedness to prevent and counteract young people´s political-religious radicalisation, violent/militant extremism and terrorism; A variety of prevention and intervention strategies launched to respond to these phenomena throughout Europe; Most efforts aimed at strengthening the professional resources – frontline workers/practitioners as well as researchers and intelligence services etc. But despite all these effort: We still seem to witness an increasing number of radicalized youngsters, turning their heads and resources towards political-religious movements against Western-democratic societies; Civil societies and local communities are rarely an integrated part of the prevention strategies. On this background, the overall aims for the CoCoRa projects are to: To contribute to a new community-based and coproductive prevention strategy against politicial-religious radicalisation and violent extremism among young people in the risk zone for radicalization. The concrete objectives are: To develop a prevention programme focused on the strengthening of young people´s empowerment and devotion to an active fellow citizenship; To involve local communities as equal partners in developing the prevention programme, utilizing inside knowledge, confidential positions and credibility; To train the young participants for an intercultural ambassadorship to engage in dialogue and coproduction with professionals in prevention activities. Thus, the CoCora project will: Empower young people exposed for political-religious radicalization to recognize and define themselves in the concept of an equal and active fellow citizenship; Strengthen the mutual insight, credibility and trust between local professionals/practitioners and local communities in order to qualify approaches and methods in united prevention efforts; Incorporate the empowerment and equality approach to the prevention strategy in order to relate the prevention efforts clearly to the perspective of an equal and active citizenship. The CoCoRa project will provide a total prevention strategy package of transferable and accessible handbooks, including the following activities and deliverables: The CoCoRa Collaborative Programme (CCP) – a concrete concept for involving local communities to collaborate and contribute to prevention efforts among young people in risk of radicalisation towards violent political-religious extremism and even terror; The CoCoRa Prevention Programme (CPP) – a concrete concept for educating and empowering young people in the risk zone to define and follow their own visions for an equal and active citizenship, built on the basic idea of the self-including citizenship; The CoCoRa Ambassador Programme (CAP) – a concrete concept for further training of young people from the preventions programme to be spokespersons and ambassadors. The young ambassador will be responsible for the communication of needs, resources and special expertise among young people in their peer group to contribute to the common prevention effort in a collaboration with local/regional prevention authorities and professionals – thus building a sustainable bridge for a preventive strategy taking the resources of local communities into account. Thus, the basis idea is to combine the radicalization preventive perspective with an empowerment approach and knowledge input and exercises focusing on the potentials for overcoming the experience of alienation, exclusion, lack of equal treatment and even direct discrimination. The key word for this empowerment and new orientation process is our new concept of self-including citizenship, connoting the process of practicing a positive and active citizenship, even though one still may be met by negative presumptions and prejudices.

The Danish effort in preventing radicalisation and violent extremism (CVE) is primarily organized in the SSP-network. The goal of the SSPnetwork is to prevent criminal activity and behaviour among youngsters. The network consists of members of the social services, schools and police. In 2009 the initial SSP-network was by law supplemented with the PSP-network. PSP is comprised of the local Police (P), Social Services/social psychiatry (S) and Psychiatry (P) and has its target group on vulnerable people with a psychiatric diagnosis in risk of recurring criminal activity. The PSP-project is located within The Danish Agency for International Recruitment and Integration and is driven in close collaboration with the Ministry for Immigration, Integration and Housing, Ministry of Health and The Danish Security and Intelligence Services. The project is thus a governmental initiative but offered to the key organisations in the Danish local crime-prevention network. The PSP-project is also government funded and the participants don’t pay a tuition fee to participate. The included organisations aren’t compensated for sending their employees to attend the two-day course. Tailor made training course for the PSP-network The overall and primary goal of the project is to reduce potential radicalisation among vulnerable people with psychiatric and/or mental diagnosis in Denmark. It is difficult to measure as to whether the tailor-made course is sole responsible for a given effect in reducing the number of people in risk of radicalisation. Recognizing this difficulty the project is working with three secondary goals for the training course for key PSP-members. First, the aim of the tailor-made two-day training course is to raise the awareness of radicalisation among key members of the PSP-network as well as to give them knowledge of radicalisation as a social, psychological and political phenomenon. Second, the course aims at giving the participants knowledge of the Danish strategy and methods in preventing radicalisation in general as well as among mentally vulnerable people. Last, the course aims at giving the participants knowledge of the standard-operating-procedure in organisation and communication confronted with a concern of possible radicalisation.

In its role as national security authority, the Danish Security and Intelligence Service (PET) is responsible for identifying, preventing and countering threats to freedom, democracy and safety in the Danish society. This applies to threats in Denmark, as well as threats targeted at Danish nationals and Danish interests abroad. PET’s Centre for Prevention is responsible for preventing threats emanating from radicalisation and violent extremism, including disengagement and critical aftercare services as described in this document. For national security-related reasons, PET is paying great attention to individuals returning to Denmark from international war zones like Syria or Iraq. As a part of our broader range of preventive efforts PET coordinates and collaborates with the police and the municipality to re-establish their ties to the Danish society. As part of the Danish Preventive Model for countering radicalisation and violent extremism, PET facilitates, supports and coordinates the activities related to the National Critical Aftercare. Though the practice applies to all individuals on a path toward violent extremism, it has been tailored toward Danish foreign fighters. By training and cooperating with authorities within the Danish crime preventive structures, PET are working closely with the National Police, Social services, Prison and Probation Service and the psychiatric system, supporting a local preventive approach to Foreign Fighters. The aim is to reduce the risk from returning foreign fighters who may have acquired the will and capacity to carry out terror-related offenses in Denmark, including acts of violence, as a consequence of newly adopted networks, abilities to handle weapons and, not least, traumas resulting from their experiences and actions in Syria, Iraq or elsewhere. The particular practice of Disengagement and Critical Aftercare is comprised of two closely coordinated sets of activities that are aimed at pulling foreign fighters away from a path of violent extremism: Disengagement-talks initiated by PET or specially trained police officers in the police districts; Capacity building and advising critical aftercare centers at municipal level, including on casework. In order to minimize the threat of attacks committed by violent extremists, the Centre for Prevention initiates disengagement talks and assists the provision of critical aftercare services that are anchored in the national police districts (called Info houses) and supported by the local municipalities.

Field of work / Short description / Aims The National Corps of Mentors and Parent Coaches has been initiated and is led by the Danish Centre for Prevention of Extremism and its partners; i.e. private companies which assist in delivering training, evaluation etc. However, the local governments and their staff, who have committed themselves to the corps, are the most essential component. They are responsible for initiating mentor and parent coaching efforts directly with citizens, and they do so on a legal and financial basis, which regulates local governments and social work in a broader sense. Denmark has established a national corps of mentors and parent coaches to work with persons in extremist groups or at risk of radicalisation, as well as with their parents and relatives. The aim is to assist the at-risk persons in steering clear of problematic behaviour related to extremism. Some 100 professionals from 22 municipalities across Denmark have received training in the programme method, Solution-Focused Work on Life Skills. The method, in brief, is as follows: Life psychology, including e.g. ‘the wheel of competences’ is used to help understand the individual’s situation, personally and socially, including a range of risk and protective factors. The Solution-Focused Approach is the communicative and relationship-building strategy towards the person in question. Balanced Risk Assessment, which is inspired by Signs of Safety®, serves as the overall tool for assessing concerns, resources, progress etc. In order to ensure a continued qualified corps of mentors and parent coaches, new members are expected to be recruited and trained in 2017. The members also participate in networking activities and specialised training, e.g. on different types of extremist ideologies and groups, or on practising the method. All participating local governments have agreed to lend mentors or parent coaches to other local governments where there is a need, and where it is practicable. When the mentors and parent coaches are working with concrete cases they apply the assessment forms, do the registration etc. on a common IT-platform, www.tilværelsesmestring.dk, a closed site developed for this purpose.

In each of the 98 institutions in Denmark there are designated ‘resource persons’ who have undergone specialised training by the national security unit and the Danish Security and Intelligence Service. The resource persons are tasked with providing awareness training for staff locally and ensuring close support and sparring in the identification, assessment and tackling of extremism issues. This addresses the problem of under-/over reporting of extremism concerns and the issues around handling violent extremists in a prison environment or on probation. Training for resource persons is an initial 2-5 day course with a 1-2 day follow-up training session twice a year. (estimated cost: €30 000). Training given by experts from different authorities and universities.

The awareness training is a 1.5-hour event held in conjunction with regular staff meetings to keep costs at a minimum and is based on a PowerPoint slideshow. The train-the-trainers and locally appointed resource persons concept aims to build trust and confidence locally. It can be stressful for individual staff member if they feel ‘alone’ with their concerns and acting on them. The training provides awareness and guidance – and introduces a collective understanding and vocabulary. Additionally, it provides for a cross-professional, local assessment of a concern, which greatly helps the national security unit in handling and assessing cases of concern. The training focuses on all levels of radicalisation – from minor concerns to dealing with convicted terrorist offenders. The awareness training has been used for a decade, but the concept of resource persons was introduced in October 2016. The training combines cultural sensitivity, human rights, intelligence, case studies, psychology, sociology and procedural guidance. The beneficiaries of the training sessions are prison guards, social workers, management, staff – all employees.

Dignity institute - Psychological treatment programme for youths at risk of radicalisation and violent extremism

The first aim of this treatment programme is to offer psychological support to vulnerable and marginalised young people at risk of radicalisation and violent extremism. The second aim is to generate new knowledge for early intervention and prevention programmes.

Dignity’s psychological treatment programme is built upon respected concepts of cognitive-behavioural treatment (CBT) (e.g. motivational therapy, acceptance and commitment therapy, and prolonged exposure therapy). The target audience are vulnerable and marginalised young people aged 18-34 at risk of radicalisation and violent extremism. Dignity is a Danish human rights institute, which brings together treatment, research, international development work and advocacy under one roof. We are represented in more than 20 countries where we cooperate with local partner organisations to fight torture and help torture victims and their families have a better life. DIGNITY is specialised in the rehabilitation of traumatised individuals who have experienced organised violence and torture, and is recognised by The Danish National Board of Health as the country’s specialist centre for the treatment of severely traumatised refugees and torture survivors.

A multi-agency intervention in collaboration between Aarhus Municipality and The East Jutland Police. External partners are University of Aarhus, Ministry of Social Affairs and The Danish Intelligence and Security Service. As such it is a local practice in Aarhus Municipality and the East Jutland Police District, but tax-funded and therefore governmental. It is not funded by the European Commission. Intervention consist of two areas of intervention: General population: Raising awareness to professionals and the public. Achieved via presentations and workshops for professionals and teaching institutions Collaboration with local communities. Respectful and assertive dialogue with mosques, cultural societies and other major players in local communities Individuals: First-line staff of the Task Force performs risk evaluation of individuals and groups; Advising professional staff on how to deal with cases concerning radicalisation; Advising individuals and next of kin in cases concerning radicalisation; Mentoring for persons, who are at risk of radicalisation or are involved with violent extremism; Contingency for foreign fighters and their families.

“Deradicalisation – Back on track” (BOT) was designed to target the growing number of inmates in Danish prisons that are sentenced for terrorism offenses and pose a threat of fuelling in-prison radicalisation and recruitment. BOT is the second EU-financed project by the Danish Ministry of Social Affairs and Integration in cooperation with the Department of the Prison and Probation Service. As was the case with the first project, the 2009 „Deradicalisation - Targeted Intervention“ (DTI) pilot, BOT is designed as a personal mentoring scheme and follows the Danish tradition of local inter-agency co-operation between schools, police, municipalities and social services. Hence, the DTI cooperated on a local level with the Danish Security and Intelligence Service, East Jutland Police and the Municipalities of Copenhagen and Aarhus. BOT’s main activity is the training and coaching of mentors who then work with their clients – inmates who have committed offenses out of extremist or terrorist motivation. However, BOT defines extremism in a broad sense, including all sorts of – rightwing, left, religious or other – violent extremism and most importantly explicitly referring to hate crime (based on perceived ethnicity, political/ religious persuasion, or sexual orientation). Moreover, following a preventive social work perspective, BOT also addresses prisoners who are not sentenced for extremist offenses but are deemed vulnerable to radicalisation. The mentors and mentor coaches come from a wide array of professional back grounds, such as social workers, prison staff and police, as well as lawyers or football stadium guards. They have primarily been recruited from the existing mentor pool of the Danish Prison and Probation Service and are genuinely motivated “relational workers” in the sense of youth well-fare services. In methodological terms, BOT strengthens their mentees skills in dialogue techniques, coping strategies for every-day life, and conflict management. The tailor-made mentorships are designed to accommodate the client’s personal situation, assets, risks and social background. A particularly promising aspect of BOT may be how it is based in cross-sectorial cooperation and integrates family and community networks into the mentorship. Plans for the future include the objective to further mainstream the BOT approach and to continue engaging in international practice exchange.

In IUSTITIA

In IUSTITIA was established as a legal organization that is the first of its kind in the country dealing specifically with hate violence in all its width. The theme of hate violence brings to public awareness, professional discourse and political debate. The organization consistently promotes the principles of democratic rule of law, including equality of all human beings in dignity and rights. For the benefit of our clients, of victims of hate violence, law applies in judicial and other legal protection.

In IUSTITIA aims to protect communities at risk of violent racism and neo-Nazism. It seeks to optimize the practice of public administration in the area of the Freedom of assembly.

In IUSTITIA deals with monitoring legislative activities, analyses the Czech legal order in the context of community and international law. It submits proposals for amendments to existing legislation in order to improve the status of people at risk of hate violence as well as to facilitate their access to justice and to the appropriate tools of restorative justice.

In IUSTITIA seeks to improve the practices of law enforcement in cases of hate violence, in particular to improve practice in the detection and investigation of hate crimes. Crimes involving the organized hate violence or hate-motivated physical assault should be addressed as a priority and with appropriate diligence.

In IUSTITIA focuses on education and strengthening pro-democratic attitudes of the people. It pays increased attention to youth. For many years, the founders of the organization have been publishing about the far-right and hate violence.

The Nicosia Rehabilitation Unit was established in 2002 and is a community program of the Mental Health Services of the Ministry of Health.

The Occupational Rehabilitation Unit is staffed by ergotherapists, psychologists, nursing staff. The programs are supported by Work Guides (Employment Support Scheme) of the Department of Social Integration of People with Disabilities and Trainers from the Educational Programs of the Ministry of Education.

Referrals are made by Mental Health Service Officers, Social Welfare Services or by a private physician for adults with psychosocial problems.

Education for a Culture of Peace as a vehicle for reconciliation

This project uses education as a platform to address inter-ethnic conflict for societal transformation, engaging educators and NGOs to use an education for peace methodology within the classroom and wider community. The Republic of Cyprus has taken every measure to strengthen international cooperation in order to counter the terrorist threat. Cyprus is party to all UN Conventions and Protocols aimed at combating terrorism. Furthermore, we actively participate in various international initiatives aimed at tackling terrorism in its various forms. In 2007, the Republic of Cyprus joined the Global Initiative to Combat Nuclear Terrorism. Cyprus has also signed a number of bilateral agreements with key partners aimed at strengthening counter-terrorism cooperation. In 2005, the Republic of Cyprus became one of the first countries to sign the Proliferation Security Initiative Ship-Boarding Agreement with the United States of America. Currently, we are negotiating an agreement to strengthen bilateral counter-terrorism cooperation with the Russian Federation. In October last year, Cyprus adopted legislation aimed at combating terrorism in a more comprehensive and robust manner and appointed a National Counter-Terrorism Coordinator for the first time.

ZARA – Civil courage and anti-racism work was founded in 1999 with the aim of promoting civil courage and a racist-free society in Austria as well as combating all forms of racism.

Founded in late 1989, the Center for the Study of Democracy (CSD) is an interdisciplinary public policy institute dedicated to the values of democracy and market economy. CSD is a non-partisan, independent organization fostering the reform process in Europe through impact on policy and civil society. SD objectives are:

The Coordination Unit for Threat Assessment, or CUTA, has been operational since 1 December 2006 (rue de la Loi, 22 à 1000 Brussels). This unit, which replaces the Mixed Anti-Terrorism Group (AtG), draws up specific or strategic evaluations of terrorist and extremist threats in and to Belgium. Belgium adopts and promotes a holistic approach in combating terrorism. Prevention, legal prosecution and rehabilitation are the major components in this respect. Such an approach presupposes a close cooperation and coordination between various actors and policy areas: Coordination Unit for Threat Analysis (OCAD/OCAM), Federal and Local Police, FPS Home Affairs, FPS Justice, public prosecutors’ offices, FPS Foreign Affairs, Financial Intelligence Processing Unit (CFI/CTIF), Ministry of Defence, intelligence services, FPS Finance, Regions and Communities, and Municipalities. They all are committed to common purposes: protect citizens and infrastructures against terrorist attacks; counter radicalisation and violent extremism; dismantle terrorist networks and combat their financing; prosecute, punish and reintegrate into society perpetrators of terrorist offences; provide support to victims of terrorist acts.

A successful approach of terrorism implies in-house coordination as well as thorough international cooperation. The network of Belgian diplomatic and consular missions plays a key role in this respect, by providing relevant information about the ongoing global developments in (combating) terrorism and by monitoring the cooperation with international partners.
